A favourite digs tube wells for PHE Department | | | Arun Singh Early Times Report Jammu, Jan 10: In a shocking incident of inefficiency and financial impropriety, the Public Health Engineering (PHE) Department went ahead to incur an amount of over Rs 12 crore allegedly to oblige its favourite contractors throwing the proposal for procurement of two dual rotary rigs for which funds to the tune of Rs 9 crore were put at the disposal of the department. Sources told Early Times that in order to construct tube/dug wells, a ground water division of the state was allocated funds for purchasing the two dual rotary rigs one each for Srinagar and Jammu both for using these rigs for digging well/tube and also to create asset for the department for their utility in the long run. They further said that the ground water division transferred the fund of Rs 9 core to the M&P Division which further advanced payment to the tune of Rs 8 crore to Director General of Supplies Disposal (DGS&D) New Delhi for procuring the machinery. "It may be a deliberate attempt or otherwise but it came to light that department did not pursue the matter vigorously with the Director General of Supplies Disposal (DGS&D) New Delhi for expeditiously supply of the machinery and leisurely slept over the matter ostensibly to rope in the contractors for digging of tube wells for which department paid huge amount over and above the allocated funds earmarked for the purchase of the money. "In absence of rigs the divisional authorities outsourced construction of 86 tube/dug wells to the contractors resulting in extra burden of over Rs 12 crore on the State exchequer," they alleged. They informed that construction of tube/dug wells is undertaken through rigs and as such management thereof is important for success of the National Rural Drinking Water Programme in the State but no advance planning was made to utilize the rigs and associated manpower in a proper manner by the department. |
