JK admn requires imminent reshuffle, retiring Babus leave vital deptts headless | | | Syed Junaid Hashmi
Early Times Report JAMMU, Jan 10: Whether or not PDP President Mehbooba Mufti chooses officers of her liking after taking oath as Chief Minister of Jammu and Kashmir is debateable but retiring Babus have already mandated an imminent reshuffle in the state administration. State administration is already battling with shortage of officers owing to which a number of IAS officers have been assigned additional responsibilities of other departments apart from the ones they are already holding. 2001 batch IAS officer Parvez Malik who is heading PHE, Irrigation and Flood Control Department is retiring by the end of this month. With possibility of extension in services bleak, government has to find an adequate replacement. There are strong rumours of Divisional Commissioner Jammu Pawan Kotwal being assigned the responsibility of looking after the PHE, Irrigation and Flood Control Department and some younger face being posted as new Divisional Commissioner of Jammu. Owing to great success of Kotwal during his tenure as Divisional Commissioner, he was posted by ex-Chief Minister Mufti Mohammed Sayeed on the express recommendation of almost the entire cabinet. His batchmate Satish Nehru who is Secretary of the Animal and Sheep Husbandry Department and has also been assigned additional charge of Science and Technology Department is also retiring by the end of this month. His retirement would mean two departments would become headless and government would have to either assign these as additional charge to some other bureaucrat or assign the same to another available officer. Another senior officer Saleem Mohammed, a 2002 batch IAS officer, who is right now serving as Assistant Commissioner in the office of Divisional Commissioner is also retiring by the end of this month. His vacancy too would mean seeking a suitable choice from the Divisional Commissioner and posting a new man. Apart from these three retirements, two other seniormost IAS officers namely Zaffar Ahmed Bhat and Mohammed Asharaf Bukhari are also retiring in April and March 2016 respectively. Bukhari who is heading Agriculture Production Department besides holding additional charge of Cooperative Department is a 1999 batch IAS officer and would be retiring in March. To ensure that the financial closure is not hampered, State Government would have to find alternate replacement much before the date of retirement of Bukhari arrives. It has been observed that allowing the officers to retire peacefully from critical positions creates a situation where handling over additional charge to some other officer is the only way out. Director General (DF) Information Zafar Ahmed Bhat is retiring in April 2016. Though April is still three months away but since the ace IAS officer Zaffar is heading Information Department, State Government as and when it comes to life has no option but to find suitable replacement prior to Zafar relinquishing the post and creating an emergent situation necessitating government to find replacement in a rush. Not only these five officers, several KAS officers are also retiring in the next five months and thus, the government as and when it is formed, has to sit around and reshuffle officers. The reshuffle should be aimed both at finding officers with late retirement dates and ensuring that additional charge does not become a norm and remains an exception. |
