Social welfare schemes fail to achieve desired results in Kupwara

KUPWARA, Jan 14: Underprivileged section of society of this North Kashmir district finds it difficult to meet up with the new challenges as they find loopholes in funds allocated under various state and centrally sponsored schemes. This has resulted into a situation where huge chunk of amount for such schemes remains undisbursed.
Sources said that the needy beneficiaries find it difficult to meet up with their new challenges as unawareness and misunderstanding between the department and them creates a trust deficit due to which both parties faces sharp criticism.
"There are various centrally sponsored schemes like National Foundation of Communal Harmony (NFCH), Rehabilitation of Militancy Victims (RMV), National Family Benefit Schemes (NFBS), National Old Age Pension Scheme (NOAPS), Indra Gandhi National Old Age Pension Scheme (IGNOAPS), Integral Social Security Scheme (ISSS) under which amount has not been disbursed on time," said sources.
Sources said that the aim of state and centrally sponsored social welfare schemes is to provide social security by way of financial assistance to destitute, old aged persons and disabled persons who are without any means of subsistence. "Both the state and centre government has left no stone unturned in providing of funds for the welfare of the people of Jammu and Kashmir. We have submitted various forms for different schemes in social welfare office Kupwara, which were not, sanctioned so for by wrong practices of the concerned department," said sources. A group of needy beneficiaries said that government is funding crores of rupees to the state government for the welfare of the people, but the rural masses hardly avail the benefits of these schemes and irony of the fact is that department of social welfare is in a deep slumber. Meanwhile a senior official of social welfare department said that from March 2015, almost 9000 weeded out cases have been found out in the state of Jammu and Kashmir. It is also learnt that 1, 45,000 beneficiaries have been registered under various National Security Assistance (NSA) schemes.
When asked that people of far flung areas of Kupwara district complaint that they don't have any proper information about various centrally sponsored schemes including ASSRA, Prime Ministers Bima Yojna (PMBY) and others, the official said that these schemes were recently implemented in all the 22 districts of Jammu and Kashmir. He said the department is trying its best to make the general public aware about them.
"We want to give benefits to all underprivileged sections of society including widows, destitute ladies, SPO's, daily rated workers and other needy people," said the official.
