1000 MW Pakal-Dool power project yet to take off even after 23-yr delay

Kishtwar, Jan 14: On the direction of Deputy Commissioner Kishtwar Ghulam Nabi Balwan, after delay of three years since former Collector Land Acquisition Kishtwar Rajesh Kumar Shavan issued the notification vide order No: 993-98 dated 17-12-2012 for acquisition of 1219 Kanal and 4 Marlas land under Sub-Section (i) of section 4 of the J & K State Land Acquisition Act situated in Kwartanji village of Kishtwar District required for construction of power house for 1000 MW Pakal-Dool power projected to be constructed on river Marru-Sudar, the District administration while moving forward organized the meeting of various stake holders at New DC Office Complex on Monday for giving final touch to the land acquisition cases worth approximately Rs. 23 crore whose land, structure and fruit bearing plants are coming under the alignment of Pakal Dool Hydro Electrical power.
As per the details available with "Early Times", meeting of Project Affected Families of 1000 MW Pakal Dool Hydro Electric Power project was held under the chairmanship of Dr. Khalid Hussain, Collector Land Acquisition which was attended by R.N Sharma Chief Engineer Pakal Dool HEPP, Riyaz Ahmad Zargar retired ADDC revenue consultant Pakal Dool and Keeru-Kwar HEPP and about 50 persons from Kwartenji village.
During the course of the meeting the Project Effected Families showed their faith in administration; however they demanded surety in terms of Employment and Resettlement and rehabilitation plan. The meeting concluded with assurance from landowners that they allow the execution of the project if all of their demands are taken care off.
While talking to "Early Times" DC Kishtwar Ghulam Nabi Balwan said that 1000 MW Pakal-Dool Power Project is an important project for state economy, added that administration as well as the government is keen to start the project as soon as possible, added that administration is working day and night to finalize the land acquisition process so that same could be handed over to the concern authorities for staring the work on this prestigious power project.
"I don't want to go into the causes that led to delay in construction of this project, we are on right track and hopefully by February 2016 the land will be handed over to Joint Venture for execution of power project" said DC Kishtwar. He said that the administration is empathetically perusing the genuine demands of Project Affected Families by putting them in front of higher authorities for early redressel and people friendly solution. He said that the land acquisition process has reached at final stage, added that the final award will be issued in January 2016 itself so that the Land could be handed over to the executing agency for developmental work.
"Looking at the central government's recent fund allocation for said project, the administration is taking due interest to start the project at an earliest so that unemployed youth of District may be provided succor in the form of jobs in the said project" said DC Kishtwar. He said Collector land Acquisition Kishtwar has set the land acquisition process of 5 Hydro power projects into motion, added that out of these five projects land for Chowdhary Power Project, 48 MW Lower Kalnai Power Project has been handed over to executing agencies, added that for 1000 MW Pakal-Dool, the Land acquisition process is in final stage and the same will be handed over to them by February 2016.
"Three power projects Pakal-Dool, Kwar and Keru are joint venture projects having the aggregated capacity of 2020 MW-- for Keeru HEPP 1756 Kanals of land already stands notified and for Kwar HEPP, the revenue papers are under process with Tehsildar Nagseni" said DC Kishtwar, added that administration is keen to finish the land acquisition process of all the three projects within next few months so that work could be started on these prestigious power projects of the state.
He said that landowners of village Kwatenji are fully cooperating in making the project a success and assured that administration will act as a bridge as far as full filling all their genuine demands is concerned.
The project which continuously hits the road blockade for nearly 23 due to official and political apathy will be constructed at an estimated cost of nearly Rs. 8000 Crore under joint venture by NHPC and Chenab Valley Power Project Private Limited (CVPPP Ltd.). This prestigious power project was first identified in the year 1992 by Central Water Commission and the DPR of the project was submitted in the year 2005 by NHPC and was finalized for the execution in the year 2005. NHPC also floated tender for execution and civil works in the year 2008, but with the intervention of state government, the said tender notice stands cancelled and state government during Gulam Nabi Azad regime constitute joint venture named as CVPPP Ltd for execution of 8 hydro power projects having capacity over 6000 MW including 1000 MW Pakal Dool.
At an initial stage the project cost is expected to be Rs. 1000 Crore, but due to 23 years delay the power project costs touches Rs. 8000 Crore in 2012 and is expected to increase further in case there is any further delay. CVPPP Ltd. has floated fresh tender in the month of April 2012 and the same was opened in the month of September 2012, but even after the lapse of nearly 3 years, the final contract hasn't been awarded yet, the reasons best known to the officials at the helm of the affairs. As per the fresh DPR, E level of the project will be 1710 meters as compared to earlier 1805 meters above the sea level thus reduces the acquisition of area falling under forest and wild life Act. The project is said to be an important venture for the state government, since it did not comes under the ambit of Indus-Water treaty agreement. With the execution of work on this prestigious power projects, nearly 6000 skilled and unskilled unemployed youths of the state will get job opportunities.
