Police officer, subordinates in dock for beating couple

Jammu, Jan 14 : Chief Judicial Magistrate (CJM) Jammu today ordered Crime Branch (CB) to lodge FIR against Sub Inspector of Police, in-charge police post Beli Charana, a head constable and two constables for beating a couple.
After hearing counselor for petitioner, the Chief Judicial Magistrate (CJM) Jammu observed that despite the petitioner had reported the matter to Senior Superintendent of Police, Jammu on 08/01/2016 but no action has been taken against the accused rather threats have been extended to the petitioner and her husband to compromise. Court observed that the accused thus have committed heinous offences for which they are required to be booked and punished in accordance with law.
As per the petition, petitioner Babli Devi a resident of Beli Charana, alleged that the accused No 1 who is the In-charge of Police Post, Beli Charana, Jammu used to extract money from the local residents of Beli Charana on the pretext that anybody residing in Beli Charana has to pay him for raising any sort of construction and had fixed the rate as Rs 15,000 for laying plinth and Rs 50,000 for raising further construction over the plinth and the same demand was put to the applicant when she was in process of laying a plinth for extended construction of the residential house on07-01-2016 on her land. "On refusal of the applicant/complainant to meet such illegal demand of the accused no 1, the applicant along with her husband was called to the Police Post on07/01/2016 at 3 PM, the husband of the applicant was abused by the accused No. 1 in presence of the locals. "When the applicant resisted the accused No 1 used filthy language against her husband, the accused No 1 to 4 along with other staff members started beating the applicant and her husband", reads petition. Petitioner further alleged when they tried to run away but they were chased by the accused and were brutally beaten by the accused whereby the complainant sustained serious injuries even clothes of the applicant/complainant were also torn by the accused with intent to outrage the modesty of the applicant. Court was also apprised that the applicant was hospitalized in Government Hospital. Gandhi Nagar, Jammu on 07-01-2016 vide MLC No 1689 and the copy of same was enclosed with petition while her husband too was hospitalized at Govt Hospital, Gandhi Nagar, Jammu vide MLC No. 1688 for his injuries received during manhandling by police", read the petition.
