Will Mehbooba listen to Vohra's suggestion? | | | Will Mehbooba Mufti, who has yet not lost the right to form government, accept the sincere suggestion from Governor N.N.Vohra, who has, in his Republic Day speech, hoped that his rule would end soon and would be followed by a civilian government? This question that Mehbooba is planning to form the government in alliance with BJP after February 3 next has assumed added significance because not only people but the political leaders too want a civilian government to be established in Jammu and Kashmir. Well Mehbooba, according to PDP circles, is still seeking opinion from her party leaders and workers who are divided, with one set favouring her to form the government in alliance with BJP and the other opposing any tie-up with the Saffron Brigade because that may affect the political and electoral fortunes of PDP at a later stage. Reports do indicate that the majority of PDP leaders, including Muzaffar Hussain Baig, support that Mehbooba Mufti continue the experiment which her father Mufti Mohammad Sayeed had conducted in March last when he had agreed to share power with BJP. Mufti Sayeed's idea behind forming a coalition government with BJP was simple. He wanted to promote regional balance and ensure that the central government released liberal funds for development projects and for increasing power generation. Apart from the plan for increasing power generation, his government's desire was to buy two major power projects that had been built by NHPC and were being run by NHPC. PDP wanted a big package for flood affected people and for rebuilding the infrastructure that had been damaged by the September 2014 floods.Though the central government headed by Narendra Modi announced a package of Rs 80,000 crores it did not satisfy the requirement of the state government because major part of the package was meant for road and tunnel building programme. Initially, when Mehbooba delayed taking the oath it was believed that she was weighing the options after the Congress had announced to support it for the government formation. Now that the Congress has stated that since it has not got the mandate it may not be able to share power with PDP. Congress is right its 12 MLAs cannot help PDP to reach the magic figure of 44 when PDP, after the demise of Mufti Sayeed, is now left with 27 MLAs. Later, it was established that Mehbooba wanted the central government to fulfill its commitments so that the Agenda of Alliance remained intact and guiding force. A senior functionary of the Union Finance Ministry had a detailed discussion with Mehbooba in Srinagar but she was still not convinced with the promise of added financial support from the central government.With further delay in the formation of the government, Modi has suggested the union finance ministry to increase the financial commitment and besides this the Government of India signed a MoU with the World Bank for financial help needed by the state government to undertake flood control measures.This way Mehbooba is sure that she would, by the time she takes the oath, receive guarantee for added financial support from the Centre. If Mehbooba has fears that her association with BJP may affected the political fortunes of PDP, she may be wrong. People want level of governance to improve. People want jobs. People want round-the-clock electricity supply. People want good roads. People want quality ration and health services. And, before taking over as Chief Minister, Mehbooba has to think twice whether she will be able to give a clean and transparent government to the people. If she does, she will win the race in the next election. Her party leaders, especially former ministers, are also very impatient about the government formation and Mehbooba may also listen to them. |
