Project awarded to Kolkata-based company, likely to miss first deadline

Srinagar, Jan 28: Irrigation and Flood control department has finally awarded the contract for undertaking dredging of river Jhelum to a Kolkatta-based company.
Chief Engineer Irrigation and Flood Control, Javid Jaffar told Early Times that the department had last year floated tenders at national-level to undertake dredging of Jhelum.
He confirmed that Kolkatta-based Reach Dredging Ltd offered lowest bid for dredging Jhelum and the company has been awarded prestigious Rs 46-crore project.
However, well placed sources inside the department revealed that the company has started work with a slow pace and could likely miss first deadline.
Documents in possession of Early Times reveal that company has assured the department that they will dispatch the machinery to Srinagar on receiving letter of intent (LOI). "We are once again clarifying regarding item no 2, ie; the mobilization period, that we have planned to send our technical and operational team within fifteen days time of issuing of LOI. In the meantime we contacted several transporters to transport the dredgers/equipments by taller from Kolkata to Srinagar. However, we in a position to load our dredgers within 3(three days) and hope it will reach within fifteen days," an official communication between the company and department date 14th January 2016 reads. With official sources claiming the company could miss the first dead line, Chief Engineer Irrigation and Flood Control, Javid Jaffar confirmed to Early Times that they have sent the letter of Intent to the company on 16th of this month. "We have sent the letter of Intent (LOI) to the company on 16th of this month and we hope that company will start executing the project in next month," he added.
When asked, if the company missed first deadline and couldn't dispatch the machinery within fifteen days Chief Engineer Irrigation and Flood Control defended the company and insisted that the work (mobilization period) will get completed in stipulated time. Executive Engineer Irrigation and Flood control Division Baramullah Er Jatinder Singh on 2oth of this moth has sent a reminder to company. "Letter of intent has been already issued by Chief Engineer Irrigation and Flood Control Vide No. 20586-90 Dated 16/01/2016 as such you are requested to commence and mobilize all your resources ie; men and machinery to execute the project," Executive Engineer has told the company on 20th of this month according to official communication available with early Times.
Pertinently, the delay by the State Government to undertake dredging of river Jhelum has been evoking resentment among stakeholders and residents as during the devastating floods in September, 2014, tons of silt from mountainous catchments settled in the river, affecting carrying capacity of Jehlum and hydrological system.
