Srinagar, Jan 28: The cash starved state has lost Rs 90,33252 on salary of 2511 illegally appointed people in Municipal councilsand Committees of Kashmir.
Early Times accessed documents revealing how rupees 90, 33252 are drawn as salary in favor of 2511 people who were illegally recruited in Municipal Councils and Committees of Kashmir in between 2005 to 2011. Barring 14 employees of Municipal Committee Baramullah recruited through SSRB, PSC or by Departmental committees and 47 people recruited through SRO-43 mode in different Municipal Committees of Kashmir, timely placed Municipal commissioners and executive officers recruited 2511 people through back door in exchange of hefty amounts of money. The details reveal that all such illegally recruited people are paid 90, 33252 rupees as monthly salary from state exchequer under different pay Scales of Urban Local bodies (ULB). The area wise illegally recruited in Municipal councils and committees of Kashmir drawing salary from state exchequer include 47adhooc/needbase in Achabal Municipal committee and 61 permanent illegally recruited employees in Ashmuqam Municipal Committee. In Anantnag 78 permanet and 237 adhoc/needbase, in Ashmuji 3, Awantipora 2 permanent and 11 adhoc/needbase, Bandipora 46 permanent and 136 adhoc/needbase, Baramullah 10 permanent and 27 adhoc/needbase. In Beerwah 4 permanent illegally people, in Bijbehara 51,in Budgam 41 permanent and 31 adhoc/needbase, in Chadoora 27 permanent and 40 adhoc/needbase, in Charari Sharief 3 permanent and 9 adhoc/needbase are paid salary. Likewise in Devsar 49 permanent illegally recruited people, Dooru-verinag 48 permanent,in Frisal 25,in Ganderbal 89 permanent and 43 adhoc/needbase,in Hajin 127 permanent,in Handqwara 11 permanent and 32 adhoc/needbase receive salary from their respective municipal committees. In Khan Sahib 13 permanent and 32 adhoc/needbase, in Khrew 14 permanent,in Kokernag 24 permanent,in Kulgam 30 permanent,in Kunzar 35 permanent and 20 adhoc/needbase,in Kupwara 14 and 27, in Langate 4 and 22,in Magma 3 and 19,in Mattan 39 and 80, Mehmoodpora 6 and 27, in Pahalgam 76 and 139,in Pampore 25,in Pattan 27 and 39,in Pulwama 15 and 13,in Qazigund 25,in Qaimoh 28,in Seerhamdan 1 and 42,in Shangus 50,in Shopian 13 and 37,in Sopore 23 and 77,in Sumbal 64,in Tangmarg 2 and 38, in Tral 29, in Uri 1 and 15, Watergam 19 and 34,in Yaripora 43 illegally recruited people are drawing salary from state exchequer with impunity.
Pertinently details of illegal recruitments surfaced vide 110-HUD dated 20-04-2011. A two member committee of officials was constituted to probe the matter. Authorized officials after a thorough probe came up with a list of 743 illegal permanent appointments and a total of 1829 appointments of illegal need base, casual, adhoc employees in Municipal councils and committees of Kashmir division.
Ironically when contacted Commissioner Housing and Urban local bodies Kashmir, Bipal Pathak expressed unavailability of records to check illegal recruitments in Municipal councils and Committees of Kashmir division. "After floods of September 2014 we don't have any records to check illegal recruitments, we lost all the records which were in our office. I will see if records in this regard are available.
