MLC confronts Govt over non up-gradation of schools | | | Asif Iqbal Naik

SRINAGAR, June 16: National Conference MLC from Kishtwar today confronted the government over non-implimentation of Cabinet Order No. 192 and Government Order No. 737 of Education of 2014 in which previous government accorded sanction to up-gradation of several schools including those of Kishtwar District. In response to CQ No. 19 of MLC, the government reply stated that during the financial year 2016-17; it has no plan to upgrade the schools which include HS Ishtyari, HS Ligri, HS Dool, HS Pathernaki, HS Inshar and HS Margi to the level of Higher Secondary School. The Minister for Revenue on behalf of Education Minister stated that the previous government without completing the codal formalities including permission from Finance and Planning Department order the upgradation of schools without doing any ground work added that the government intended to strengthen the infrastructure of already existing school before going for any new upgradation. Responding to the answer given by the Minister, NC MLC confronted him that all the formalities and codal procedures were put in place with regard to upgradation of these added that unnecessary politics is being played over the issue and same is hampering the process causes unnecessary loss to the poor students. He said that government should have verified his claims that all the schools mentioned by him are located in difficult terrain wherein the students had travel 8-10 KM by foot to reach the nearest Higher Secondary School. He said that many students left education midway due to non availability of Higher Secondary schools in these areas and urged upon the government to implement the order of upgradation of these school. Responding to MLC's concerns, Minister assured him that the point raised by him will be looked into. He said that out of over 700 schools upgraded by the previous government, only around 69 schools could hardly fulfill the criteria added that he too was not sure about the number as well. In reply to a question regarding release of funds under SSA, RMSA & MDM, the minister stated that under SSA there was allocation of Rs 233727.28 Lakhs (Jammu 106943.03 and Kashmir 126784.25) out of which Rs 193492.92 Lakhs were made available to SPD for the year 2015-16 and against the said amount there is an expenditure of Rs 182487.47. Similarly under RMSA, there is budget allocation of Rs 52514.87 Lakhs (Jammu 23642.78 and Kashmir 28872.09) against which Rs 37120.20 Lakhs were made available and the expenditure against the same is Rs 36123.60 Lakhs and under Mid Day Meal state gets Rs Rs. 12512.85 Lakhs (Jammu 5289.07 and Kashmir Rs. 7223.78) against which Rs 9544.05 Lakhs were received by the government while expenditure against the same is Rs. 9719.89 Lakhs. Reacting to the concern of MLC over delay in spending and availing of remaining funds from the central government, Minister informed him that the release of funds is a gradual process and assured him that at the end of the year whole money will be spent. |
