Whistle blower targeted by consortium of corrupt
CEO withholds file for best teacher award

JAMMU, June 16: On the hind side of the transparency claims of the Government, a whistle blower who raised alarm against the criminal act of his superior, has been targeted and harassed for years. In the latest incident, his candidature for the best teacher award to be given by the Union Ministry of Human Resource Development has allegedly been withheld by Chief education officer Jammu.
Sources divulge that a lecturer working in School Education department had applied for the annual best teacher award given by the HRD ministry, names for which are recommended by the state government; but even as he submitted his file complete in all respect in the office of the Chief Education officer, his file was arbitrarily withheld by the CEO and not forwarded to the directorate of school education for further consideration and recommendation. The secretariat of School Education, vide their letter no. Edu/NC-SE/503-II/2010 dated 4.7.2016 wrote to the director school education, directing her to seek names of five outstanding teachers from each CEO, who have contributed substantially in academics/curricular/extra curricular activities.
"I confirmed from all concerned that my file was complete and forwarded by them as per laid procedure, but the CEO arbitrarily withheld it. I spoke to the Dy CEO, who confirmed that he had forwarded my file," said the aggrieved teacher. "When I approached the CEO, he asked me, if I had ever donated land for construction of a school; eventhough this is no criteria for eligibility" he added, claiming that he was deliberately being targeted by the CEO because of his close proximity with those against whom he had filed complaint of misuse of official position with criminal intent and the case was going on in the State Vigilance Commission.
The aggrieved teacher had raised alarm against one Govind Ram Sharma, principal GHSS Narribala Akhnoor who inorder to extend undue favour to a candidate had smuggled the answer sheet outside the examination centre in the class XI exam of the 2014 academic session. "I reported the matter to the concerned authorities including Crime branch and the SVC, where the proceedings are going on, but since then, I have been subjected to several orchestrated campaigns of harassment and insult; withholding of my file for the best teacher award is yet another plot to target me as the CEO Jammu and the accused principal are close aides" he added.
CEO Jammu when contacted however refuted the claims of the aggreived teacher and said that the application of the said teacher lacked merit.
