JKRCEA demands revocation of ban on promotion

Kathua, June 16:- All J&K Reservation Categories Employees Association, JKRCEA, demanded for revocation of ban on promotion in DPC & Recruitment for reserve categories. Dhian Chand, Ex MLA Lok Nath President - district Kathua unit JKRCEA expressed their resentment in a press conference here at Kathua and informed that the members of the association have submitted a memorandum to Chief minister of J&K in this regard who ensured to review the matter.
Addressing to media persons, Dhian Chand said although constitutional 77th , 81st& 85th amendments are not operational in J&K but in view of socialist structure of J&K constitution as well as constitution of India, the reservation in the matters of education, Employments & promotions is governed by an act of legislature in J&K called as J&K reservation act of 2004, of late judiciary that is basically meant to interpret the law made by Law Makers ( Legislature & Parliamentarians) is over riding its powers of interpretations and trying to make their own laws at their sweet will, majority being anti- SC/ST & other reserve categories. It is well evident from the recent judgment of High Court of J&K that have gone up to the extent of putting Blanket ban on the reservation in promotion for all reserved categories.
Chand added that even article 370 provides special powers to the state assembly of J&K to enact any local law in the interest of the people of J&K. The reservation act came into force wef year 2005 onwards paving a way for reserved categories for further progress and achieving equality in the society by proportionate representation in governance & Its related activities. Lok Nath informed that although the CS/ST of J&K are entitled for 8% & 10& reservation in direct recruitment, this figure has yet to see the light of the day. The recent socio-educational & economic census indicated that desired level of representative has not been given to SC/STs in even Direct recruitments what to talkk of reservation in promotion.
The members of association expressed gratitude to few Legislators who raised their demands in J&K Assembly. The members hoped positive response from Chief Minister of J&K and said that the initiative that took by Mufti Md Sayeed to strengthen weaker section in 2005, present CM of J&K would continue to the vision of his father. They demanded revocation of ban on reserve categories.
P Chouhan President retd SC ST employee Association, Dr CR Munde Vice President, Dr Sanjay Bhasin President JKRCEA, Dr Zabeer Ahmed gen Secy JKRCEA were also present on the occasion and strengthen their demands.
