Early Times Report Jammu, July 4: In a PIL as regards the maintenance of public roads, removal of encroachments, laying of proper roads and enhancing the facilities for better public use in Jammu district and its surrounding areas, a high court division of first puisne judge Sudhakar Ramalingam and Justice B S Walia today issued various directives. The bench observed that in the PIL, series of orders had been passed giving directions to the authorities to ensure better facilities for the citizens. Amongst the various orders, the orders dated April 28, 2006, February 28, 2011 and March 28, 2011 were appropriate. By the March 28, 2011 order, a high powered committee was formed. In that Committee senior counsel D C Raina was also made a member along with various government officials headed by the divisional commissioner, Jammu. It is reported that the Committee met on several occasions and took some steps. Reports have also been filed. Further action is required to be taken. The bench observed that though effective steps were taken earlier, it was suggested by all that regular monitoring and more impetus was required to be given for implementing the suggestions of various departments. The lacuna had to be identified and key areas of difficulty in enforcement had to be identified and remedial action taken. It was suggested that active participation of the members of the Bar would be of great help. The bench requested the bar president to furnish the list of advocates, who were willing to assist the high powered committee in implementing various welfare measures. The bench also directed the divisional commissioner, Jammu, to conduct regular meetings and inspection with the committee members and report to this court on the progress made thereon. The divisional commissioner, JMC commissioner and SSP (traffic), Jammu, were requested to assist the committee as and when required. |
