Naibat at Jatwal fails to see light of day | | | Jammu, July 4: Decision to establish Naibat at Jatwal in District Samba, could not be implemented despite recommendations of then Deputy Commissioner Samba. According to sources, the files along with recommendations are gathering dust in the concerned department and the locals of the area suffering only owing to the bureaucratic issues. Documents in possession of Early Times read that then Divisional Commissioner Jammu in his official communication vide no 101/2681/2381-82 dated November 7 of 2009 in which it was mentioned that the then Deputy Commissioner was asked to examine the issue and report. The documents also reads that the then Deputy Commissioner Samba vide his letter no DCS/ADC/0910/01 dated October 09 of 2009 while submitting the report in the matter has intimated that the village Jatwal falls in Niabat Ghagwal consisting of 29 villages at present. The residents of 19 villages have consented for creation of new Naibat at Jatwal. Most of the villages are big estates having large number of hamlets (Moharas). Village Jatwal is at the centre of 4 halqas and is easily approachable to the residents of these villages and even patwar halqas of circle 1&3 (sodam and Goran Katli) can be attached with the proposed Niabat. Moreover, State land is available for construction of Niabat office. Then Deputy Commissioner Samba has recommended for creation of a new Naibat at village Jatwal which is densely populated. Later, the then Divisional Commissioner following the recommendations of the then Deputy Commissioner submitted the matter to the Financial Commissioner (Revenue) for appropriate action.
