CAG grills Estates deptt for irregularities | 'Influential get accommodation, genuine ignored' | | Saqib Junaid Early Times Report SRINAGAR, July 4: The Estates Department in Jammu and Kashmir has provided accommodation mostly to the influential people and having ignored the genuine ones, the Comptroller and Auditor General of India report says. In its latest report, the CAG has pointed out that none of the 267 applicants appearing in the waiting list prepared during April 2013 and December 2013 had been provided accommodation during 2013-14 to 2014-15. "Allotment of government residential quarters was not done as per entitlement of officers/officials. Non adherence to the provisions of allotment rules led to allotment of residential quarters to 181 officers/officials who were not entitled for such residential quarters," it says. It says that records showed that possession of five to eight flats was taken by six to thirteen employees during the period 2011-14 against the proposal of accommodating 50 employees. "As a result of non-utilization of these flats, the Government had to suffer a loss of Rs 1.65 crore." Further it said that allotment of residential quarters in violation of norms over the years had resulted in avoidable expenditure of Rs 11.75 crore incurred on hiring of private hotels and houses for accommodating of employees and other entitled government functionaries. Meanwhile 146 government residential quarters had remained under the occupation of retired persons, family of allotees, in case of death to allotees and ex MLAs and MLCs many of their family members had not vacated even after a lapse of prescribed permissible retention period, it says. The audit scrutiny showed that an efficient and transparent procedure for allotment of residential accommodation had not been adopted and IT enabled database of assets had not been maintained. The CAG further criticizes the State Estates Departments for issuing government accommodation to 55 legislators despite their occupying flats in MLAs' hostel. In its report 55 legislators including ministers and the Chairman of Legislative continue to occupy enjoy double government accommodation allotted By Estates Department at Jammu and as well in Srinagar City. The Estates Department is to adhere to the provisions of the JK Estates Department (allotment of Govt accommodation) regulation 2004 while making allotment of Government residential quarters. Audit observed that online waiting list of applicants for each category of residential accommodation according to entitlement and allotment thereof to the applicants on the pattern of directorate of estates, Government of India as envisaged in the allotment regulations had not been maintained even after lapse of more than 11-years. The report says. The Estates Deptt came into existence in the year 1968. The main functions of Estates Department are to allot accommodation in different estates colonies to move and non-move employees, revenue realization from Govt quarters, other commercial properties and regular repair renovation of Govt buildings by engineering wing of the dept. The Deptt is to ensure provision of quality accommodation in an efficient and transparent manner through rationalization of allotment procedure, maintenance of IT enabled database of assets, augmentation of residential as well as office accommodation, asset mapping and to minimize unauthorized occupation subletting but according to the report the jammu and Kashmir Estates department has failed to perform its function to the norms prescribed resulting in clear violation of government order which prohibits dual allotment of accommodation to members of Legislature thereby putting extra burden on state exchequer and failure of non-eviction of unauthorized occupants. |
