GoI, JK continue to play politics over settlement of West Pak Refugees
No concrete proposal framed for WPRs

SRINAGAR, July 4: The flip-flop from the central and state governments with regard to the settlement of West PakistanRefugees continues with a latest missive leading to disillusionment among the refugees.
A top official of Ministry of Relief and Rehabilitation told Early Times that no concrete proposal has been framed for the settlement of West Pakistani Refugees. The official said that the Government of India has given its nod for one time settlement of displaced families of Pakistan occupied Jammu & Kashmir (POJK).
"The Government of India has agreed in principle only for the one time settlement of displaced persons of POJK. With respect to the West Pakistani Refugees no such proposal has been finalized and approval in this regard is awaited from the Government of India," said the official.
The official said that Prime Minister's Reconstruction Plan announced in November last year included a rehabilitation package for the one time settlement of displaced families of POJK. He said a proposal has been forwarded to Government of India for providing one time settlement and disbursement of financial assistance to the displaced families including the West Pakistani Refugees for which Rs. 2000 crores have been earmarked.
It would be in place to mention here that 5,764 West Pakistani Refugee families are putting up in various parts of Jammu division. He said that 26,319 families of POJK persons are living within the state. The official said that 5,300 families of POJK persons are living outside Jammu & Kashmir.
"The PMDP-2015 includes component of rehabilitation package for one time settlement of 36,384 families of Pakistan occupied Kashmir and Chhamb displaced persons. Financial assistance on pro-rata basis shall be for the displaced persons of 1947, 1965 and 1971. This will be over and above any other assistance benefits or benefit given to the families in the past. The financial assistance shall be credited into the accounts of these displaced persons through Direct Benefit Transfer (DBT)," said the official.
Pertinent to mention here that prior to 2014 assembly elections Bharatiya Janta Party (BJP) had promised that the party would impress upon the National Democratic Alliance (NDA) government at the centre to expedite the one time settlement of West Pakistani Refugees and displaced persons of POJK. Although, the NDA government headed by BJP is more than two years old meaningful steps are yet to be taken for the one time settlement of West Pakistani Refugees and displaced families of POJK.
The state government comprising of Peoples Democratic Party and BJP had also announced that it is serious in settlement of West Pakistani Refugees but up to this moment of time no concrete proposal has emerged at the state level in this regard. The BJP is depending on rhetoric in this issue and virtually no action has been taken so far even though the state government is more than 16 months old.
