Jammu, July 17: The Union government has reportedly picked holes in the poor implementation of Pradhan Mantri Gram Sadak Yojana (PMGSY) by the state government as the progress of implementation is reportedly slow as compared to other states.
According to the recent letter forwarded by Union Ministry to state government, it has been maintained that in Jammu and Kashmir 721 habitations were still lacking road connectivity. It is further mentioned that out of total 1983 works sanctioned with 10149.27 kilometers, only 1280 works of 5178.19 kilometers have been completed so far.
"It is observed that there are still 268 works pending which were sanctioned during 2001-02 to 2007-08", sources said, adding that the state was asked to micro manage the road works, which are long lingering and complete them during ongoing financial year.
"The average length of PMGSY roads to be constructed in 2016-17 in state would be 2.88 kilometers against 1.33 kilometers, which was very poor in comparison to other northern states and Union government has emphasized upon state government to scaled the execution capacity upto 2.16 times of 2015-16", the Union ministry letter has reportedly mentioned.
Moreover, the state government has also reminded of releasing the balance share of Rs. 34 Crores for the implementation of scheme besides during highlighting the importance of maintenance of roads the state government has been asked to formulate and notify Rural Roads Maintenance Policy (RRMP) in the state gazette.
Official documents further revealed that thrust on the maintenance issue was given by the ministry as it was found that total length under post five years maintenance of PMGSY roads works is more than 23,000 kilometers on 1st April 2016. The state has also shown poor maintenance or roads as 1% in 2012-13, 17% in 2013-14, 27% in 2014-15, 17% in 2015-16 and nothing in 2016-17.
