HC directs CS, Secys of GAD, law to file response Non-filling of posts of CIC, Inf Commissioner in SIC 7/19/2016 11:54:57 PM Early Times Report Jammu, July 19:A high court division bench of first puisine judge Ramalingam Sudhakar and Justice B S Walia today issued notices to the chief secretary and secretaries of GAD and law in an application, seeking direction to the state government to initiate the process for appointment of Chief Information Commissioner (CIC) and Information Commissioner in the State Information Commission constituted under J&K Right to Information Act, 2009. The senior AAG accepted notices on behalf of the functionaries of the state government. After hearing the two sides, the bench directed the senior AAG to file the response. It was submitted that Dr S K Sharma completed his term as information commissioner in October, 2015 whereas CIC G R Sufi demitted office on February 29, 2016 and the commission was presently being run by information commissioner Nazir Ahmed. The counsel submitted that the government should have initiated the process of appointment of CIC and the information commissioner prior to the completion of their terms but till date no process had been kickstarted as a result of which the commission had been rendered headless and almost defunct.
