| Head Assistant takes MC Katra office for a ride | | Refuses to handover vital records | | Akshay Azad

jammu, July 19: The functioning in the office of Chief Executive Officer Katra Municipal Committee stands adversly affected as a head assistant, who despite repeated orders from former and other senior officials including Chief Information Commissioner, has refused to hand over vital records pertaining to Katra Municipality.
According to the documents in possession of Early Times, it has been come to fore that advocate Hukam Chand Sharma had filed an RTI application to KMC office on 12/1/2016, seeking details of daily wagers, consolidated workers, appointed from financial year 2005-06 and were recommended for regularization vide resolution dated 3/2/2010.
The RTI activist had also sought copy of transfer orders, appointment orders, issued on time to time but no information was provided to the application, who in turn filed first and second appeal in the Information Commission office.
While disposing the second appeal, the CIC office vide file no. SIC/J/A/47/2016 dated 28/6/2016 issued an order, which reads as, "Rakesh Kumar Gupta Deputy Director ULB Jammu on behalf of FAA, Sanjeev Kuamr Chief Executive Officer/PIO KMC, and appellant Hukam Chand Sharma were heard".
"CEO Katra filed reply stating that the entire record of MCK, was under the control of one Chuni Lal, Head Assistant/Secretary MC Katra attached with Director ULB Jammu and accordingly vide letter dated 31/3/2016, Chuni Lal was asked to handover the requisite record immediately. However said employee didn't provide any record", it reads.
The CIC order also mentioned about the letter forwarded by CEO of KMC to Director ULB Jammu dated 31/3/2016. The above said letter, copy of which is with Early Times, reads as an amount of Rs. 177290 has by collected by Chuni Lal (Head Assistant) then in capacity of Executive Officer Katra vide GR no. 5005195 dated 7/2/2015. Two more GR receipts of same book bearing no. 5005192 dated 5/2/2015 amount to Rs. 9580 and no. 5005198 dated 31/2/2015 amount to Rs. 173655 issued by Chuni Lal on A/c of fee and cattle pond fee respectively.
"Thus a total of these GR receipts come to Rs. 360525 and as per record this amount has never been remitted with office chest. It is not issue of two or three receipts of said GR book as the whole book containing 100 receipts from page no. 5005101 to 5005200 and, there might be more GR books with Chuni Lal presently attached with Directorate of ULB Jammu, who despite of repeated instructions had not handed over the charge of MC Katra. This is a clear case of embezzlement of government revenue and for non compliance of time to time instructions/ directions drags the officials towards a strict action, as matter brought to your notice vide office letter no. MC/K/2015/1353-54 dated 27/2/2016 and no. MC/K/2016/88 dated 10/5/2016 ", it reads, adding, "it is therefore requested to kindly initiation necessary action against Chuni Lal, so as to avoid such type of irregularity in future".
The order issued by CIC further reads, Director/FAA ULB Jammu has filed reply/counter statement interalia stating that vide Director's letter dated 27/4/2016 Chuni Lal was directed to handover the complete charge of MC Katra failing which action as warranted under rules shall follow. Thereafter the said official was again directed to handover the record/charge vide letters dated 1/6/2016 and 15/6/2016.
"During processing DD (Adm) ULB Jammu submitted that they have issued final notice to Chuni Lal to hand over the records vide letter 24/6/2016, before action under rules is initiated against him", if further reads as.
The concluding paragraph reads as, "Appellant alleged that said official (Chuni Lal) is also involved in irregularities and wrong doings in MC Reasi. Director ULB Jammu shall take notice of it and enquire into this allegation". |
