Kashmir - Deceptive calm - a delusory pleasure

The storm erupted after the 'Burhan' killing in valley ultimately, will be limping to normalness and it will give pleasure to the players engaged in overcoming it, including state police, army, Para military forces, political drum beaters and efforts of central as well as state government. But one must keep in mind that it will be delusory in nature and not much rejoice should be exhibited as subsiding of protests can be taken as cooling time, as per past practice, for the stone pelters, separatists and their masters across the country, who are always in row to implement their palters for creating chaos in the valley.
The Burhan's entry into terrorism (As is in public domain in valley) was triggered by his ill-treatment at the hands of a couple of errant policemen in Tral, the village notorious for its alienation and use of violence for the last 26 years. He was the most-wanted terrorist in Kashmir valley, credited with having created a wave of, what is called new militancy in South Kashmir. His Robin Hood image inspired a new phenomenon; the attempted protection of terrorists by local mobs at encounter sites and large-scale eulogizing of even neutralized Pakistani terrorists at their funerals. He succeeded in creating a group of locally recruited group of terrorists, who were well educated and technically proficient in exploiting social media, for their cause. There photographs in combat uniform with weapons went viral on FB and what sap attracting young diluted minds to their illustrious game plan.
The decision for public funeral of Burhan, appeared to be ill conceived as in the past; authorities have mostly given the freedom to conduct public funerals of terrorists and faced the consequences for it. The authorities and intelligence agencies totally failed to conceive the impact of killing of Burhan which stretched over to whole Kashmir valley, in Pakistan and within the campus of Jehadi outfits. The authorities failed miserably as to access the expected gathering at his funeral. The large gathering at his funeral lead to firing by the forces and use of excessive force on funeral day was condemned by even CM of the state. The death of some participants in the funeral during the process of controlling the crowd by resorting to firing at the hands of security forces, generated heat wave against forces and the pot kept boiling day by day. The subsequent protests were directed against killing of so called innocent people (stone pelters) by forces and not against the Burhan Killing. The notorious hawks in the valley, such as; Syed Ali Shah Geelani, Umar Farooq and Mohd. Yasin Malik, separatists and anti-national people, took no time to pounce upon the situation and hijacked it by taking over role of instigation, mobilization, and dictatorial as the Valleyities were almost proving to be haywire for them. The situation is said to be monitored by its handlers from across the Nation by establishing their camps in Muzaffrabad in POK. The separatists and anti-national element, through their paid organized gang of stone pelters, kept the pot boiling in valley with fuel of the dead bodies of innocent, forcing the authorities to clamp curfew in complete Kashmir valley among increasing toll of dead and fatal injuries on both sides of the troubled table.
The government initiatives required at the appropriate time were found missing and the admittance of CM herself, that there was no planning to counter protests, after the killing of Burhan, is eye opener for all concerned. A volley of controversial statements just added fuel to the troubled water. A clear line of divergent approach by the government alliance partners were seen, when the BJP ministers banished from the scene and went into hibernation at Jammu, forcing the senior leadership at Jammu, to direct them to rush back to valley, but their command also failed to sent them back to Srinagar and their presence in valley remained just as that of snap targets at the firing range, that too only to register their presence at the time of visit of HM of India as 'yours faithfully'.
Madame Mehbooba broke her silence on the killing of Burhan on 28th July by saying that 'If police army knew that Burhan was there (encounter site), and then one more chance might have been given to him'. This statement was controversial in nature and as such condemned by all other relevant players and alliance partner in government, BJP distanced himself from the statement of the CM and termed it as unfortunate. The statement of CM was also contradictory to the police claim that as home minister of the state, CM has the knowledge of Kokernag operation that killed Hizbul Mujahideen's commander Burhan Muzaffar Wani, along with his two associates. If we have to believe the statement of ex-CM J&K Mr. Omar Abdullah, that Mehbooba Mufti incumbent CM released lakhs of rupees, as reward money from the CM's secret fund, for those who took part in the encounter, then one wonders about the u-turn of the CM of the Burhan event. But at the same time, it can well be attributed, that it is a political u-turn and a wicked policy of the CM, to project herself as ignorant about the Burhan operation in a bid to project herself as well wishers of such element by saying that "one more chance might have been given to him". This was also a wicked move as 'to give another chance' to realize this event as of soft corner towards militants as chain of continuous appeasement policy moving ahead with release of approximately 600 stone pelters facing trial on the auspicious day of Idd. These released stone pelters are the reckoning force behind the nefarious designs of the separatists.
The past experience of facing situations as of 2008, killing dozens of citizens during a situation created by insane brains conflict almost on no issue or of 2010 witnessing killing of more than a hundred souls in the valley, have not been taken into account, while handling the present turmoil. The 2010 Kashmir unrest was a series of violent protests and riots in the Kashmir Valley in June 2010, over the killing of three alleged Pakistani infiltrators which later revealed to be a case of a fake encounter of three young men from Nadhial village in Baramulla, by a soldier of Territorial Army, a counter-insurgent and a former special police officer,. The protests erupted by a call by Hurriyat Conference led by Syed Ali Shah Geelani and Umar Farooq and converting call of protests to a strike by the All Parties Hurriyat Conference, citing human rights abuses by security forces. The riot police consisting of Jammu and Kashmir police and Indian Para-military forces were subjected to heavy stone pelting by the mob followed by firing of teargas shells, rubber bullets and also live ammunition on the protesters, resulting in 112 deaths including many teenagers. The protests subsided after the Indian government announced a package of measures aimed at defusing the tensions in September 2010.
A cursory peep into the turmoil's of 2010 and 2016 will conclude on the same page as Xerox copy of the same material on the subject such as;
l The 2010 storm erupted because of the staged killing of three alleged militants who were civilians in fact, of Rafiabad area lured to army camp by promising them jobs as 'porters' for the army and then shot dead in cold blood, in order to claim a cash award. Laterally Army convicted seven soldiers, including two officers, and sentenced them to life imprisonment for a staged killing and passing it off as an anti-militancy operation for rewards and remunerations in J&K. This agitation was initially against the killing of innocent villagers but laterally turned out for the killing by the bullets of the security forces. The present turmoil is over killing of Burhan at the beginning but there after with regard to the day to day killing of civilians including minors and serious injuries to thousands serious in nature. There is indication of actions against police for over use of force, which may lead to registration of cases and judicial enquiries.
l The subsequent violent protests of 2010, and stone pelting, a violent mean of creating chaos, by protesters resulted in killing of 112 people in the valley and hundreds of civilians and security personnel were injured in riots. The history repeated in the same fashion during present turmoil and within a short span of fifteen days, it brought more than fifty civilians dead including minors and seriously injuring thousands on both sides from civilians and forces.
l The then PM of India in 2010, expressing concern over the deaths asked for revisiting operating procedures and 'non-lethal', yet effective and more focused' crowd control measures to deal with the violent protesters. About the present turmoil, the Home Minister of India Raj Nath, stated that they do not want a relation with Kashmir that is based on necessities; we want a relation that is based on emotional bonds. The rubber bullets have been widely condemned and its alternate sought.
l The then CM of J&K in 2010, called for withdrawal of AFSPA. However BJP opposed it and saw the hand of Inter Services Intelligence behind the protests. Whereas the present CM have also spoken in the same rhythm, that a start has to be made from somewhere to improve the situation in the state and suggested revocation of AFSPA from some area, it is too removed slowly on experimental basis.
l J&K police in 2010 claimed that there exists a nexus that raises money to make payments for stone pelting. Similar views are expressed at present also including many politicians.
l In 2010, subsequently all party meeting was held at Delhi by PM advancing written invitations including Kashmir separatists, Mirwaiz Umar Farooq and Yasin Malik. Similar views of all party meeting are trickling from various quarters at present.
l Indian government announced many measures including release of all students arrested during the protests, discussion on reducing the number of security forces in Kashmir and financial package. Till date, such expected packages are awaited from the centre with regard to present ongoing turmoil.
l In 2010, the BJP party was on streets not only in Jammu but also in Delhi, asking for abrogation of article 370, imposition of Governors' rule and many other formulae for dealing with the situation. However, this time when BJP is partner in power, its lips are sealed and BJP's ideologically, VHP has cropped forward requesting parliamentarians to rise above the party line and make a unified efforts to remove separatists and special provision from the constitution of India. VHP state president said in spite of paying heavy price of both of sacrifices of forces and pumping funds collected from the taxes of people of India. Both the governments central as well as state have given only lip services and never concrete steps have been taken to go to the real cause of separatist's mentality.
l As in 2010, some police and administrative heads are expected to roll presently also, with registration of cases against some police officers and some enquiries in the forces also.
l As in 2010, the central government of the time, too issued statements and warning to Pakistan against spearheading terrorism in India and same is repeated by the government today. Now the Pakistan has gone a bit further by adopting a resolution in Cabinet and observing 19 July 2016 as 'Black Day' to express solidarity with Kashmir people, over killing of Burhan Wani. Whereas our Union government responding only with issuance of statements such as; "We are dismayed at the continued attempts by Pakistan to interfere in our internal affairs, where, we reiterate, Pakistan or any other external party has no Locus Standi. 'India completely and unequivocally rejects in entirely the decisions adopted by the cabinet of Pakistan on the situation of J&K' and nothing more than that.
l The BJP alliance partner in state government at present is a divided house and contradictory statements are reported on Burhan killing with regard to the event. Some are toeing on the line of CM and others contradicting it, thus confusing the true stand of the leadership in Jammu.
It is not out of context to place my view, that the turmoil in Kashmir, is also well linked to the present setup of state government as BJP is considered by Valleyities as a political face of saffron brigade propagating Hindu agenda only, is not tolerable to Valleyities and PDP campaigning against BJP and RSS ideology has embraced the same party, thus feeling exploited and deceived by PDP. This feeling of Valleyities was kept dozed by late CM Mufti Mohammad Syed by bombarding immediately after oath ceremony on Monday, Mach 2, 2015 by stating that Hurriyat militant outfits and 'people from across the border' an oblique reference to Pakistan - allowed conducive atmosphere for the state assembly elections held late last year. Much hue and cry was raised over the statement, ignoring the role of Election Commission of India, different forces and administrative machinery in conduction of smooth elections but crediting Hurriyat militant outfits and 'people from across the border' for the same. Home minister Raj Nath Singh, distanced the Modi government and the BJP from the controversial remarks, made by Mufti shortly after the swearing-in ceremony by issuing official statement in Lok Sabha that, "Our government and BJP fully disassociate with the statement of J&K chief minister crediting Pakistan and Hurriyat for smooth conduct of assembly"
This was a political move by late Mufti Mohd Syed, to keep silent the separatists forces who was well polished and experienced politician than Mehbooba Mufti, who was mustering trouble for herself by issuing such statements not acceptable to separatists. She failed to realize the simmering among people and separatists, which erupted, taking Burhan killing as master occasion by the separatists.
In view of facts enumerated above, we can easily pen down, that the present situation in Jammu and Kashmir is also attributed to the same mindset of 2010 unrest; similar measures in place to deal with it. The only difference apparently seems of different political party's government in the center as well as in the state. In 2010, in the state, it was government of Valleyities in complete and at present it is government of two opposite diametrical poles of different ideology. It was exactly a terrific beginning for an unnatural marriage.
The turmoil in Kashmir is advancing towards new most disturbing trends such as;
l Un-ruling mobs resorting to extortion in valley as People driving Srinagar roads complains of stopping their vehicles seeking money or damaging their vehicles
l Separatists call for mainstream boycott and outracing of main stream politicians of the state, saying they were 'collaborators and loyalist abettors' of the center and equal partners in the crime against people of valley.
It is time to say, that immediate solution for the troubled water of Valley, is required in whatever form it may be i.e. political, financial package or through dialogue, with an end of discrimination, exploitation and step motherly treatment to other regions of state also.
As a keen observer on Jammuities feelings, I can vouch, that a call for separate Jammu is looming at the door step, as Jammu region has ever remained neglected by the Kashmir centric politics, owing to discrimination in all fields of live and life, that may be government jobs, distribution of funds, and allocation of premier institutions, social schemes, and what not. "A lesson for all of us is that for every loss, there is victory, for every sadness there is joy, and when you think you've lost everything, there is hope"
Concluding, looking and wishing for appropriate time to say "Because now that it's finally morning, the shadows are beginning to fade, the shadows that have been covering my mind and my soul. Now that they're gone, I can almost start to see the way, and it's different from the one they'd convinced me was all I could have"
