Farmers' woes go unheard, crores of rupees drained off | Delay in completion of Cold Storage | | Peerzada Ummer
Early Times Report Srinagar, July 31: The probe over the delay in making the cold storage unit functional in Jammu region of the state continues to remain in limbo while the farming community suffered immensely due to the inordinate delay done in the completion of the project. Exhibiting least concern over the conditions of the poor farmers, the government slept over the issue of Cold storage building at Chenani, rendering losses worth crores to state's economy. Reports inform that the proposal for the establishment of the cold storage building at Chanani was approved in the year 2004-05 by the then state government for improving the conditions of the poor farmers and regulating the market period and the supply of vegetables. Though the project was to be completed within the period of one year but as more than a decade has passed, the plight of the poor farmers continues due to delay into the completion of the project. Sources within the government reveal that the issue was raked up several times and investigations were also ordered to know what led to such a delay in the completion of such a vital project. However, insiders reveal that there hasn't been any progress to fix accountability over such non- serious approach. Document in possession of Early Times reveal that civil works for the project was taken up in the year 2007 and it was completed in 2012 at the cost of 1.70 crore rupees. It was then handed over by the R&B division Udhampur to Jammu and Kashmir State Agro Development Corporation (JKSADC) in October 2013. However, the project wasn't put to use due to unavailability of plant and machinery. According to sources, failure of the state dispensation in the installation of plant and machinery left the building idle and hence draining more than 1.70 crore rupees that were incurred upon its construction. The building, according to the concerned department couldn't be put to use as there was no plant and machinery for the cold storage installed. According to the reports, the government too expressed concern over the delayed completion of the civil works of cold storage building at Chenani and failure to take up the installation of plant and machinery. Such a delay resulted into the unfruitful expenditure of more than 1.70 crore rupees, hence puncturing the claims of the helmsmen over striving to make the lives of the farming community any better. Pertinently, the CAG report also pulled up the government of the state over delaying the project completion and resulting into the loss of crores of rupees thereof. |
