Strikes, restrictions halt developmental work in Valley
Non local labourers leave Valley

SRINAGAR, July 31: The continuous strike calls given by the separatists leaders and restrictions imposed by the government have halted the major ongoing developmental work in the Kashmir Valley. The work on the Jehangir Chowk-Rambagh flyover has also been stopped due to the ongoing unrest in the valley.
A senior official at The Economic Reconstruction Agency (ERA), which is executing the flyover construction project, admitted that the unrest in the valley has caused a delay in the flyover construction work.
"We have lost communication between our officers and most of the project officers and engineers of Kolkata-based Simplex Infrastructures are outsiders, have fled from the state fearing risk for their lives and the non-local labourers who constitute a major portion of its workforce have also left the Valley following the vicious cycle of killings and shutdown and government imposed curfew/restrictions in the aftermath of killing of Hizb Commander, Burhan Wani," he said.
The flyover, which was announced in July 2009 and to be completed in three years, has already hit many roadblocks, including litigations by traders, who were relocated to make way for the project. The work on the Rs 300-crore project started in June 2013. After the 2014 floods hit the valley the deadline for completion was revised from September 2016 to March 2017.
The dredging process of the river Jehlum which was to be completed within a year has also been halted due curbs and shutdown in the valley.
A senior official at Engineer Irrigation and Flood Control said "The dredging work at some places is going on at a slow pace however it has been stopped in some parts of Srinagar, south Kashmir and north Kashmir following the clashes between security forces and youth. We will start the work after things turn into normal," he said.
Meanwhile, an engineer working in Kolkata based company tasked with mechanical dredging of 16,00,000 cum along the Srinagar and Baramulla stretches of river Jhelum told early times "Almost 50 percent of the labour force required for digging Jhelum river has left the valley after 8 July when the Hizb Commander Burhan Wani was killed.
"We have no option other than to leave Kashmir the situation this time has turned worse. We are not able to communicate our families back home are worried about our safety and they are forced us to return to home," he said.
Kashmir faced a major catastrophe in September 2014 floods as habitations on both sides of Jhelum were submerged for several weeks causing massive destruction of property. The Central government under the Prime Minister's Rehabilitation and Reconstruction Programme 2015 (Flood Management Works on Jhelum Phase I) sanctioned Rs 399.29 crore in which a component of Rs 34 crore has been fixed for dredging of the river while as Rs 75 crore will be spent for strengthening of river embankments and spill over channels.
