Early Times Report

Jammu, Aug 8: The Centre is unlikely to start dialogue with the separatists, at least till the situation is completely normal. The Centre has in fact drawn up a second plan to strictly enforce the writ of the state even with the help of the army.
According to the sources, the Modi government has decided that it will not initiate any sort of dialogue and will not even send feelers at this juncture/. The sources said it can think about this possibility but only after the situation returns to normal and there is total peace in the state.
"We can't start dialogue or even send a feeler at this stage. It will send the signal that Modi government has succumbed to the violence and the pressure tactics of Pakistan. It can't be accepted. Our policy is clear the separatists are fringe elements and Pakistan is responsible for the crisis. So if talks are to be held it will be on our conditions and also at the time of our choice not the other way," said a senior official.
There have been speculations that government may initiate talks and these have been fuelled with the visit of the Chief Minister Mehbooba Mufti to New Delhi where she had a meeting with the Home Minister and also is scheduled to meet the Prime Minister.
The CM had invoked PM Modi for need to initiate dialogue with the separatists but Modi is unlikely to follow atleast in the present situation.
"Remember after two-month of holding back there was nothing the CM got after meeting PM for forming the government. It was latter that PM publicly praised her. He may be thinking about the Vajpayee but it is unlikely that it wll start so soon," said the official.
The Centre has on the other hand communicated to the J&K Government that it can't allow present situation to persist any longer and has communicated that writ of the state should be enforced strictly.
It has formed the plan of using the help of army to secure national highway and government institutions and also to ensure that protests are kept at the lowest ebb.
