JAMMU, Nov 3: Several civil society groups in Jammu have come to the conclusion that the real factor behind the Jammu's all-round neglect, under-development and deprivation is the faulty delimitation that was done in 1951 to de-empower and establish Kashmir's hegemony over the state polity. Their view is valid.
Indeed, New Delhi and National Conference of Sheikh Abdullah conspired against Jammu to undermine it politically and destroy it socially, culturally and economically and create conditions that would help Kashmir remain at the helm of affairs for decades and decades together.
The charge that it was an unfair exercise aimed at hitting Jammu below the belt is very valid. During the constitution of the Jammu & Kashmir Assembly, the Congress government gave the control of State to Kashmir by giving it 43 seats out of total 75 seats.
It needs to be underlined that both in terms of geographical area and number of voters Jammu region should have got much higher share. No any official census or surveys were done and government gifted more than 50 per cent of assembly seats to Kashmir Valley thereby making it impossible for Jammu to play any pivotal role. To pass any law or abolish Article 370 it should be passed in J&K assembly and by this scenario it was made impossible.
Till date the unequal distribution of seats makes it difficult for other parties to form government. The state politics is controlled by Kashmir Valley which in turn supports Pakistan and Separatist leaders. At present Kashmir region has 46 seats, Jammu has 37 seats and Ladakh has 4 seats.
To conduct the first election in the state in 1951 the Nehru-led Central Government committed blunders and all willfully. First, no census was organized . The census figures of 1941 were not taken into consideration. According to the 1941 Census, the population of Jammu was 20 Lakh, of Kashmir 17 lakh and of Ladakh region about 3 lakh. Second, in the election, the National Conference won all 75 seats.
The winners of first election were also to draft the constitution of Jammu and Kashmir. 73 members returned to the assembly unopposed and 2 members - Not Muslim - who filed their nomination got "death threats" and they withdrew from the contest. Third, after the election the motion of acceptance of election was moved in Indian Parliament and in spite of opposition by leaders like Dr SP Mookerjee it was passed in Parliament. The Congress at that time had 364 members in Parliament.
All this should prove the charge that both the Congress and the National Conference conspired against Jammu in 1951. The worst part of the whole situation is that neither New Delhi nor the political class in the state, including the BJP, is wiling to undo that wrong. It's no wonder that the people of Jammu are seething with anger. Their demand is genuine and it needs to be appreciated.
