JK fails to implement business reform action plan
State stands at 29th place in country

srinagar, Nov 3: Despite the claims of Bharatiya Janta Party (BJP) and Peoples Democratic Party (PDP) government in the state that they are committed towards the development of Jammu & Kashmir as fully developed business state, the state has fared badly with regard to implementation of business reforms for 2015-16.
A survey report made public by Department of Industrial Policy and Promotion (DIPP), Ministry of Commerce and Industry has said that Jammu & Kashmir is placed at 29th spot just above three states and some union territories. The survey report reflects the Business Reform Action Plan (BRAP) implemented by the different states and union territories for 2015-16, covering the period July 1, 2015 to June 30, 2016.
"The results of Assessment of State Implementation of Business Reforms 2015-16 have been released in partnership with World Bank Group. The Assessment studies the extent to which states have implemented DIPP's 340-point. The BRAP includes recommendations for reforms on 58 regulatory processes, policies, practices or procedures spread across 10 reform areas spanning the life cycle of a typical business," said the survey report.
Data for the assessment was collected from state governments on the BRAP portal. The portal, among the first of its kind globally, allowed state governments to submit evidence of implemented reforms. At least 32 states and union government submitted evidence of implementation of 7,124 reforms.
The submissions were reviewed by the World Bank team and validated by DIPP's team to study whether they met the objectives of BRAP. The portal allowed for collaborative dialogue between DIPP and the state governments in finalizing the evidence submitted. A total of 6,069 reforms were approved as implemented or not applicable on the portal.
The western state of Gujarat is placed at the top followed by Andhra Pradesh, Jharkhand, Chhatisgarh and Madhya Pradesh. Jammu & Kashmir is at 29th spot just above Meghalaya, Nagaland and Arunachal Pradesh. The results of the assessment demonstrate that states have increasingly risen to addressing the challenge of making it easier to do business.
The survey report said that jump start is needed for states like Kerala, Goa, Tripura, Daman & Diu, Assam, Dadra & Nagar Haveli, Puducherry, Nagaland, Manipur, Mizoram, Sikkim, Arunachal Pradesh, Jammu & Kashmir, Chandigarh, Meghalaya, Andaman & Nicobar Islands, and Lakshadweep. This, the survey says would ensure that all the states tread the path of progress and development with regard to Business Reform Action Plan (BRAP).
The survey report says that states like Andhra Pradesh, Telangana, Gujarat, Chhattisgarh, Madhya Pradesh, Haryana, Jharkhand, Rajasthan, Uttarakhand, Maharashtra, Odisha and Punjab have been referred to as leaders with regard to BRAP. It says that states like Karnataka, Uttar Pradesh, West Bengal and Bihar are aspiring to be leaders while as acceleration is required for states like Himachal Pradesh, Tamil Nadu and Delhi.
