'Paperless Assembly' yet to get implemented, courtesy IT Deptt
Govt nominates nodal officer for e-Vidhan project, third in one row

Jammu, Nov 3: The government has nominated Abdul Majid Bhat, Secretary, Department of Law, Justice & Parliamentary Affairs is hereby nominated as Nodal Officer for implementation of e-Vidhan , Paperless Assembly in the State. As this happens to be the nomination of any officer for third time for the assignment, the vital project is yet to take off in both the Houses of the Legislature, thanks to casual and unprofessional approach of government's IT department which has not made it possible to this date.
Sources said this project of having e vidhan or paperless Assembly was actually launched in the year 2013 and was to be completed by the end of 2014. A team of IT department was named and given full responsibility for the work, sources said but lack of professional approach and non seriousness on its part made things stagnant and sluggish, resulting in no progress whatsoever in this project, leave alone implementing the concept of paperless Assembly fully.
While some paper work was done for the Assembly, this project which was meant to be implemented in the Upper House has been hanging in air for this House too, sources said. "Most surprising aspect is that we did not even know that this project has been started for the LC until we were informed about a meeting through a letter in the year 2015…", said an official of the Council. This is astonishing that IT department neither informed us about this project nor sought any suggestions for any aspect of e vidhan, he further said, adding that the House which is undergoing some changes in its working should at least be taken into confidence, no matter which agency or IT department in this case, is involved in it.
One main reason for this project not showing any progress was that there was no monitoring agency to supervise the works that were to be taken up in hand. Sources further said while earlier announced teams of IT have gone one after the other as a matter of suitable replacement for this project, the nodal officers from within the Law department have also been announced at least three times since the last two years. With a senior officer nominated this time from the Law department, it remains to be seen whether he is able to make any difference on the scene in terms of having paperless Assembly project implemented.
