2009 recommendations gathering dust, yet NAAC granted JU A+

JAMMU, Nov 11: Having got A+ from NAAC team which was headed by tainted ex-Vice-Chancellor of Goa University, University of Jammu has preferred maintaining complete silence over the recommendations of the committee which granted it A grade during the 2009 assessment.
What makes the higher grading suspect is the fact that of many recommendations, only a few have been accepted and implemented. Many of the recommendations have not been implemented in toto yet the team headed by tainted ex-VC of Goa University found the University fit for being upgraded from A to A+. The team did not ask administration of Jammu University (JU) for taking too much time in reforming the system.
Instead, it chose to grant A+ to the University. According to the assessment report of NAAC for the year 2009, Jammu University (JU) had been strictly to come up with an additional strategy to attract students from other states and countries but 9 years have passed since this recommendation was made, Jammu University has nothing to show to the state and the country in this regard. What to talk of students from outside the state and country, the university gives second preference from graduate students from Kashmir University (KU) in the process of admission.
Director Internal Quality Assurance (IQA) Dr. Meenakshi Kilam who has remained associated with NAAC ratings of Jammu University since day 1 spoke at length about why the university was given A+ grading but talked little about recruitment of faculty from different parts of the country besides saying a little about the inability of the university to start choice-based credit system in all the campuses of Jammu University. Apart from Jammu University, the fact remains that choice based credit system has been started only in Bhaderwah campus
Students' feedback mechanism which NAAC had requested for being made more impressive and effective remains where it was in 2009. And when it comes to making efforts for granting autonomy to the affiliated institutions, the university has nothing much to show. Only three colleges have become autonomous but the kind of autonomy that they enjoy can better be described as 'kaam Chalao sarkar' and not something to be quoted as an example.
University has miserably failed in coming up with initiatives for encouragement and motivation to women students to compete at national and international levels in academics and sports. NAAC had recommended that students should be allowed to keep the library books till the examinations are over. This recommendation has been implemented but purely for the children and relatives of the faculty members and officials of Jammu University.
What to talk of increasing distance education programmes, the university has miserably failed to successfully run the programmes which have already been started. A programme in Political Science which was started had to be stopped midway because the administration had started it without proper application of mind and in complete violation of the guidelines of University Grants Commission (UGC). To make matters worse, a professor who spent half of his career in sports department has now been made head of the distance education wing.
NAAC had sought addition of archive section to the Central Library but the same is yet to be done. No special facilities have been provided for the physically challenged persons while there is nothing on record to show that extra care is being taken of the slow learners. 9 years have passed since the day recommendations were made by NAAC team of 2009 but the university is yet to start mass communication and journalism programme. And when asked, the administration weeps and wails about government being reluctant to release funds for this programme.
The library continues to remain headless with Prof. Kulwant Singh who is facing allegations of sexual harassment running the show in Adhoc basis.
One is still waiting to hear from the university that the examination system which is again headed by an ineligible official has been completely computerised. Regarding e-governance recommendation of NAAC, the same is yet to be fully implemented in the University. A look at two university websites gives one a clear indication of seriousness of the administration of Jammu University to realise the dream of e-governance in Jammu University.
Wifi continues to be a luxury in Jammu University campus. The ones who have it are blessed while majority of students do not have access to internet. Even this was recommended some 7 years ago but the same is yet to be accepted. With these and many more shortcomings, one even if branded Duryudhan and Shakuni besides being advised to do Aum Viloom has no option but to vehemently state that the courteous welcome and hospitality which was extended to the entire NAAC team has had more impact on grading than the state of Jammu University.
