KUPWARA, Dec 10: After the transfer of Deputy Commissioner Kupwara, scores of departments including ADDC, ACD and ACR are headless from past few months causing inconvenience to common masses .
A reliable source told Early Times that, "the day the Deputy Commissioner Kupwara, Kumar Rajeev Ranjan (IAS) was transferred no other DC has shown willingness to join here as head of the district administration.
Recently the Deputy Commissioner Kupwara, Kumar Rajeev Ranjan (IAS) was transferred and posted as Additional Secretary to the Government, Tribal Affairs Department vide government order no: 2160-GAD of 2016 dated 18/11/2016.
While as Bashir Ahmad Dar (KAS) Special Secretary in the Chief Minister's Secretariat was transferred and posted as Deputy Commissioner, Kupwara.
However sources further said that there are several departments in the district which are headless including the ambitious post of Additional District Development Commissioner (ADDC), Assistant Commissioner Development (ACD), Assistant Commissioner Revenue (ACR), Executive Engineer Irrigation and Flood Control (I&FC) Project Officer watershed, Project Officer Rural Development Department (RDD), Executive Engineer PMGSY Handwara and posts of two dozen block, tehsil and district level chiefs are vacant from past many months.
Rasikh Rasool, RTI Activist said that, there is an extreme political interference in the district from past many years due to which there is no space for honest officers in the district as recently one of the officer of IAS cadre was transferred from here with the result common masses are suffering to the large extent.
"These IAS or KAS cadre officers are being made scapegoats or rather "Yes Man" by the political leaders for every reason for their political interests, Rasikh alleged.
He further said that the ADC Kupwara was given additional charges of programme officer ICDS Kupwara, whereas he is holding charge of several other projects of ICDS in the district.
Meanwhile a group of local residents said that, "whosoever the officer is not willing to take the dictation from the political leaders of whatsoever party should understand that there capability and honesty will not survive here for a longer time.
One such live example is of Kumar Rajeev Ranjan, on the developmental front he contributed a lot to streamline the system as he was not liked by the political leaders which would try to go out of way to get their things done, said locals.
They said that, "from past one month we are moving from pillar to post to get the work done, as the Deputy Commissioners chair is still lying vacant, and the irony is that political interference's has rotten the whole work culture of our district due to which we are facing innumerous problems on daily basis. |
