Mehbooba's proposal could have by-passed union home ministry | | | Early Times Report Jammu, Dec 10: The proposal of the Home department, headed by the chief minister, to have non-IPS officers as IGPs of the state is part of the PDP's policy to give a semblance of the autonomy to the state especially with respect to the All India cadre posts, sources told Early Times. They said the former CM late Mufti Mohammad Sayeed had always insisted that more state cadre officers be induced in the IAS to the level of brining them at the parity. The chief minister Mehbooba Mufti, according to the sources, had moved this proposal at the cabinet meeting last evening in line with this reasoning of the former CM. The crucial point was having KPS officers to get elevated to the rank of the IGPs, which is a quite sensitive post, sources added. The clear distinction is that while state cadre -KAS or KPS- are governed by the state administrative rules while the IAS and IPS are governed by the Central government. Most importantly the IPS are under the control of the home ministry, which plays an important role in the state. "The proposal if accepted could have brought a radical change in the police functioning of the state. A KPS officer posted at an important posting of the IGP would have been out of the purview of the union home ministry and this is one thing that the Central government would not have accepted," said a senior official. Sources said the all India cadre services are one of the few institutions the Centre has to have leverage in the controlling the state and it's in tune with the federal structure. "What Mehbooba Mufti had suggested that could have altered the basic tenets of the federal structure and could have totally bypassed the Central government," said the official. "The posting of the IGP especially in the Kashmir is a very sensitive assignment and even though the State government makes the formal order but the nod of the Central government especially the home ministry is very important, as it's to an extent responsible for the internal security of the state. And, if such positing is totally under the purview of the state government then it could have major repercussions and this is something the Central government couldn't have opted for," said the official |
