Conflict between CM, BJP | | | Early Times Report JAMMU, Dec 10: What happened in the first cabinet meeting after the reopening of the Durbar Move offices in Jammu was not an ordinary political development in the state. It was a major, major development of far reaching political importance. It could even force either of the two parties - PDP and BJP - part ways. For, the issue which brought the two parties face to face with and made Chief Minister Mehbooba Mufti left the meeting halfway was very dear to her and the BJP has to choose between her or power and national policy governing appointment of Indian Police Services (IPS) officers in the states of the Union. Mehbooba Mufti wants at least 25 per cent positions at IPS level reserved for the DIGs and IGPs belonging to Jammu & Kashmir, but the BJP says this is not possible, as such practice is not prevalent in any of the states of the Union. This was the stand the Chief Minister and her colleagues from the PDP and the BJP ministers, according to very credible sources, took in the cabinet meeting. The Chief Minister had not expected any opposition from the BJP given its past track record. The BJP ministers had not even once after March 1, 2015 took a line that was not consistent with that of the Chief Minister and the PDP. Obviously, when the item concerning reservation of 25 per cent positions of IPS level for the local police officers - Superintendents of Police and Senior Superintendents of Police - was placed in the meeting for consideration and approval and the manner in which all the BJP ministers opposed it angered the Chief Minister and the PDP Ministers. That the Chief Minister, according to credible sources, told the "BJP that she is the Chief Minister" and that "it doesn't mean that if any practice is not prevalent in other states of the country, the Jammu & Kashmir Government cannot have its own say on the issue" only indicated her desire to push through her proposal as Home Minister, besides being the Chief Minister. What particularly, according to sources, annoyed the Chief Minister was the stand of the BJP ministers that "they would only do what the PMO and the BJP high command ask them to do". Such were the moments that the Chief Minister had to tell the BJP ministers that "let Delhi take all the decisions". Sources say that the "some PDP and BJP ministers on Friday and Saturday tried pacify the Chief Minister but with no result, as she is determined to get her proposal adopted by her Cabinet". Sources in the BJP also say that the "BJP cannot allow this proposal to get adopted as it is against the national policy and has the potential of creating an impression across the nation that the BJP is subverting the national policy to keep the PDP happy". Sources further say that the "BJP would lose its face in case the BJP ministers kneel on this issue". The nature of conflict between the PDP and the BJP is "very serious". Whosever blinks would lose the fact. Next few days are very crucial as decision on the issues has to be taken one way or the other.
