MPEJ criticizes govt for defunct Panchayati system

Jammu, Dec 12: Kuldeep Kumar Rao, an active member of Movement for Peace, Equality & Justice, has said that the biggest tragedy with the system has been that the "Panchyats" and local Bodies-basic units of democracy, have never been allowed to function. The Block Samitis (Block Development Council) & Zila Parishad (District Development Boards) has never been constituted during last 7 decades of Independence contrary to all other states in India. People have never been involved in the field of planning, Execution & Monitoring. The poor people of the state were deprived of an whooping amount of thousands Crores during last 69 years because of absence of Panchayats which was of absence of Panchyats which was to be released to the state from the centre for developmental activities at Panchyat Levels. All the powers have remained centralized with legislators, bureaucrats and Ministers which promoted corruption, mis-goverance and mis-management resulting in adding fuel to the fire & adding burns of alienation. At present, the District Development Boards, worth the name, have a non-local Minister as Chairman who often works on partisan basis & promotes the interests of ruling party he belongs to. Another biggest irritant factor with the people of Jammu perpetrated on them at the hands of none other than Central government & its Election Commission, has been that despite having more area 26293 sq.kms than Kashmir 15948 sq ,kms excluding Ladakh and having more voter population 30,91,191 as against 29,86,670 of Kashmir, Jammu has only 37 seats in Assembly as against 46 seats in Kashmir.
