Rural masses of Keran, Karnah denied work, wages | Poor implementation of MGNREGA | | Mohammad Sarfaraz

KUPWARA, Dec 12: Dozens of far flung villages of Keran and Karnah tesils in this border district are deprived of various centrally sponsored schemes like MGNREGA, even as most of the population falls under BPL category. Well-placed sources told Early Times that there were some people from Rural Development Department (RDD) and some other influential people of the area who had grabbed majority of the job cards which were issued under MGNREGA scheme thus depriving the large section of rural society of its benefits. "Fake bills and muster rolls were generated by mafia from time to time and the deserving people were denied their dues", sources added. There are scores of villages in Karnah and Keran where people have complained about this centrally sponsored scheme including Drangla Bayadi, Dhanni, ChatKari, Hindwal, Jabri, Gomhal, Dragar, Pernia, Tarbuni, Bijidhara, Khawarpora and Teethwal. Sources said those appointed under of MGNREGA scheme are frequently not paid full wages and sometimes they are compelled to pay bribes to get work. There are hundreds of families, which are living Below Poverty Line (BPL) category, and they too are deprived of benefits of various centrally sponsored schemes and are compelled to pay bribes for getting works, sources informed. Bashir Ahmad (name changed) a resident of Karnah said, "despite the fact that central government is spending millions under MGNREGA for the benefit of rural masses, its proper implementation still remains a distant dream in J&K. The central government had introduced this scheme for the benefit of the poor masses and now we are being discriminated by the concerned authorities." However a senior official from RDD said that, "government has not failed to provide work within time frame, but the application forms which the department has received from time to time were not completed in all respects. "Every job card holder will be provided work within five kilometers of his residence and minimum wages will be paid to employed people for hundred days", the official added. |
