Jammu, Dec 12: The government today distributed cheques to nearly two dozen families of POJK refugees amid an impressive function but it came as a sudden and surprising move as neither any official notification was made about the decision nor was it publicized through any advertisement, not to speak about a specific cabinet note which is required for such vital decisions. Sources said even as this decision of distribution of relief through cheques to the displaced persons of POJK has come as much awaited justice and assistance to the families but question mark has been pointed out from many quarters as to the criteria adopted for identification of the families who were given the cheques today, no matter they are the genuine beneficiaries. Many even in the government have pointed out what they term as procedural lapses in such a big decision which should have been followed through proper official notification first and preceded by a cabinet note which is mandatory in such decisions, sources said. Today's function at the international convention centre where Chief Minister Mehbooba Mufti distributed cheques worth a huge amount to nearly two dozen beneficiaries became conspicuous for the fact that a large number of persons from this category of refugees who have been waiting for this relief for a long time feel they were left out as they did not get to know about the shortlisting of the persons at the level of district administration(in respective DC offices of three districts of Jammu) as claimants for the distribution of relief at the hands of Chief Minister, sources said Sources said even the organizations which are representing these refugees were not satisfied the way state government went about this function with regard to distribution of cheques to a selected few families. The move has come under criticism more for the fact that there has been a hotch potch procedure and confusion even at the level of district administration which identified the beneficiaries from each district. Proper procedural norms should have been laid down first so that each family could have utilized the right to be genuine claimant in a transparent manner, sources said while describing the sulking mood of many families over the government's sudden move to this effect, adding that they feel at least it should have been widely publicized by the government. Why the government chose to skip and ignore these mandatory steps is the question many are asking today, with the decision drawing more criticism than any applause. |
