MA Bukhari appointed as Chairman BOPEE | 'Rehabilitation' of retired bureaucrats goes on without any fail in J-K | | Jehangir Rashid Early Times Report srinagar, Dec 12: Retired bureaucrats of Jammu & Kashmir continue to enjoy and make merry since many of them are 'rehabilitated' by the state government on one position or other. The people at helm continue to flaunt rules much to the displeasure of common masses. With the appointment of Mohammad Ashraf Bukhari as Chairman of Board of Professional Entrance Examinations (BOPEE) it once again got proved that retired babus of the state need not to worry about their future. Many of them in their post retirement life get adjusted in the various departments on different positions. Decks for the appointment of Bukhari as Chairman BOPEE were cleared in the cabinet meeting chaired by Chief Minister, Mehbooba Mufti at Jammu on Friday last. Bukhari who had retired few months back was appointed to head the body that is entrusted with carrying out examination for some of the professional courses in the state. "Instead of promoting or appointing an official in service it has been observed that state government appoints a retired bureaucrat to head an important institution. Same has happened with BOPEE since a retired bureaucrat has been entrusted with the responsibility of looking after the affairs of the Board," said sources. Sources said that the current dispensation of Peoples Democratic Party (BJP) and Bharatiya Janta Party (BJP) in the state has failed to put an end to the reappointment or reengagement of retired bureaucrats. They said that change of guard has led to no difference in this regard with retired bureaucrats continue to get reengaged. It would be in place to mention here that Bukhari was serving as Commissioner Secretary, Agriculture Production Department when he demitted his office. During his career he had worked in various capacities in various departments including Commissioner Secretary, General Administration Department. "Reappointing or reengaging the retired officials or bureaucrats was taken up by previous governments and the present government is following the same path. This practice needs to be stopped at the earliest, but at present it seems to be a herculean task that may take ages to be implemented," said sources. Sources said that bureaucrats who enjoy proximity with the political circles are given preference when it comes to reappointing or reengaging the retired bureaucrats. They said that during their career many of the bureaucrats come close to the corridors of power following which they get reappointed as soon as they retire from the active service. "It has been observed that the reappointed bureaucrat is given a consolidated salary bereft of any allowance whatsoever. Still then they readily accept their new assignment and in most of the cases they are appointed as consultants. In case of Bukhari the appointment is not that of consultant, but that of full-fledged chairman of the body entrusted with the responsibility of holding some professional examinations," said sources. |
