Old toilets shown new in papers for fund release | 'Corruption pollutes sanitation campaign' | | Arun Singh

Jammu, Dec 14: The failure of the State government for not approving a specific design for the construction of toilets under sanitation campaign in the State, the Rural Development Department in league with the local representatives has indulged in corrupt practices by showing the existing and the old toilets as newly constructed ones in papers. Sources told Early Times that despite the fact that it has been more than two years the sanitation campaign started by the center government under the "Swachh Bharat Abhiyan" to make India open defecation free country but the executing agencies are consistently hell bent to derail this ambitious project by not working on the guidelines to provide benefits to the legitimate and genuine beneficiaries. The concerned department showed sluggish attitude towards this mission by not working on the basic draft of the project in construction of Individual Household Latrines as a result the desired impact of the scheme remain elusive on ground, they said. "Rural Development Department and other agencies had to approve a specific design for the toilet so that needy people may get well designed, durable toilets and to avoid any irregularities in execution of it. But on the contrary no work on the design was done due to which the unplanned toilets are being constructed and at many instances it has been observed that the people already having toilets are being given financial assistance by showing their constructed toilets giving them little bit face lift allegedly in lieu of extraneous and monetary considerations," they alleged. Besides, there was a proposal for the construction of the Rural Sanitary Marts and production centers which had to provide material, hardware and designs required for the construction of sanitary latrines, soakage and composite pits, vermin-composting, washing platforms, certified domestic water filters and other sanitation and hygiene accessories, they informed further adding that barring few districts, these marts were not established in most of the districts which ultimately give rise to the irregularities in their executions. |
