Early Times Report

Kishtwar, Dec 14: Tall claims of the state government that Education sector is its priority have fallen flat in this frontier district as the officials have made a mockery of a system by throwing the rules and regulations into dustbin.
Despite government ordering free education for the girls up to 12th standard, the schools in Kishtwar district continue to charge the admission and other fee from the students.
As per the details available with "Early Times" The Jammu and Kashmir government recently passed an order No. 450-edu/2016 dated 21-11-2016 which was hailed by one and all as the order was related to waiving and making free education for girls upto Higher Secondary standard; but on contrary to the said order the girl students are being charged fee on routine basis on the plea by the schools that their offices have received no formal orders in this regard and will remit back the collected fee as and when they receive the said orders.
When contacted President Educational Reformation Teachers Union Tanvir Ahmad Malik said the concerned offices of Chief Education Officers of winter zone are claiming that the schools are not entitled to collect the fee from the students after the government circular but they are still waiting for the endorsement of the said order from Director office.
They claim that they have already passed on the instructions to the concerned ZEOs.
Malik said, "Since the registration fee is a flexible and is to be decided by the JKBOSE every year, the schools are charging this fee at the time of admission which the students have to pay on its fixation putting financial burden on students" said Malik.
He said that on many occasion, this fee was collected twice and criticized this dictatorial practice to be done away with to maintain transparency and result oriented approach in school education.
A father of the girl child who came for admission in one of the school said that the admission fee at government schools is nominal as compared to the examination fee and other funds demanded by the school from time to time.
He said that the government should waive off all the fee for girl child and should make the full education including providing of books free for girls. He demanded that private schools should also need to bring under the preview of the said government order and directions should be pass to private schools not to charge admission fee and monthly fee from the girl child.
