Stagnation reaches alarming level in JK police | Govt's priority is KPS, not sacrifices of lower rung | | K Koushal

Jammu, Dec 14: If a police constable, the force's fighting arm and the real foundation of police service, has to wait for more than 20 years for first promotion, it indicates the level of stagnation in J&K police. According to sources, the anomaly persists through the Non-Gazetted Officer (NGO) ranks, and even the high attrition rate has failed to change things. Even gazette police officers of Kashmir Police Service (KPS) officers have some genuine grievances with seniority, promotional aspects and pay scale vis-à-vis their counterparts in civil administration. Sources said in police department, frustration among the rank and files is at a peak which can prove fatal as lower and middle rung police officials are already working under extreme pressure and hostile environment. "Stagnation at each rank has further aggravated the situation. Thousands of constables in executive police have not been promoted for the last over 20 years and same is the fate of other ranks', said sources, adding that this has resulted in lack of enthusiasm among the constabulary. The story of stagnation doesn't end at the constable rank alone as Sub-Inspectors and Inspectors are worst sufferer as they are not only sandwiched between gazetted and non-gazetted ranks but also held responsible for every law and order problem and shortcomings in the investigation of cases, an Inspector of 1995 batch said. "The 1990 batch of Sub-Inspectors was lucky who got promoted from Sub-Inspectors to Inspector and from Inspectors to DySP in 15 years however, things got deteriorated and successive top brass succumbed to political and bureaucratic pressure", said officer. He further added that the 1993 and 1995 batch of Sub Inspectors have got only one promotion in last 22-25 years. Many Inspectors of 1993 batch are left with less than 10 years of service which has resulted in frustration, lack of initiative and play safe approach. "In the year 2000, 359 Sub Inspectors were recruited and due to wrong policies of the PHQ, 80 more Sub Inspectors were allowed to join the group of 359 by the orders of the Supreme Court. After the lapse of more than 16 years out of 439 Sub Inspectors, 55 are still holding the same rank", said sources, adding, "From the last 5 years more the top brass had promised to promote them but none of them paid any heed towards the miseries of these SIs. Not only this, 135 more Sub Inspectors of 2001 and 2002 batch are counting days of their retirement instead of promotion". The JKP rule says that 60% of the total available seats of DySP to be filled through promotions and remaining 40% of the total available seats to be filled by the State Govt. through the direct recruitment. However, the said ratio has changed into 20:80 since 1998 and the successive top brass acted as a mute spectators. |
