Suspended official accuses former GM of fraud | Fraudulent promotion in Govt Press Srinagar | | Saqib Ahmad Early Times Report SRINAGAR, Dec 14: An official who has been suspended over illegal promotion of an employee in Government Press Srinagar has blamed the former General Manager for the fraud. Sikandar Khan, section officer who has been suspended for the fraud has written to the incumbent General Manager and has blamed his predecessor over this act. In this letter, the official said that in reference to charge sheet No GPS/Estt/345-49/2016 dated 29/10/2016 he was working as in-charge establishment when the DPC of 2012 was convened and the work of clerk was to prepare agenda note of DPC and to circulate the said amongst constituent DPC members. He said the minutes of the DPC were prepared by the then General Manager (Chairman DPC) in his office without his assistance at that time and was kept unaware of the preparation of the minutes of the meeting of DPC. "The process took time span of atleast one month for its completion in the office chamber of then General Manager on his personal computer. Later on after two months, the then General Manager handed over me only formal orders of promotees except Sajad Hafiz Khan which was brought in my notice after one year in 2013 when the then General Manager was under orders of transfer," the official said in his clarification. The official said the General Manager had made deliberate attempt to benefit Sajad Hafiz Lone with consent of other DPC members which according to him had informed the govt when charge sheet under No GPS/Estt/1405-08/13 dated 8/1/2014. The official said five DPCs were conducted in his tenure and the whole record was intacted in respective files. "But the minutes of DPC 2012 was not handed over to me by the then General Manager," he said. "Further regard to entries in Service Book, I have been summoned by the then General Manager in his office chamber to make entries in the service of Sajad Khan which I have done to abbey the orders of GM," he said. The official said he was made "scape-goat" by the then General Manager. "Please apprise the administrative department so that I may reinstate keeping in view of my service tenure," he added. The fraudulent promotion came to the fore and the investigation was launched after Government Press Employees Association complained that Sajad Hafiz Khan was appointed in Rambir Government Press Jammu as machine man in divisional cadre post in 2006 through SSRB. However, in 2008, he managed his "illegal" transfer to Government Printing Press Srinagar. However, officials protested against his "illegal" transfer according to the employee's complaint letter. Following which according to Govt order No 26-ARI on October 10, 2013 shifted Sajad Hafiz Khan on deputation to Directorate of Stationery and Civil Supplies Kashmir to his post equivalent to machine man and his lein was fixed to his parent department Rambir Govt Press Jammu. "But some vested interests managed to promote him illegally to the post of Bill Computer at Govt Press Srinagar, which is against the SRO-154 of 1985 as well as to Press Subordinate Service Recruitment Rule," the complaint letter has said. It has said the Press Subordinate Service Rule allows only persons working on the post of out-turn checker to be eligible for the post of Bill Computer and SRO -154 of 1985 does not allow the divisional cadre post of Kashmir to get filled by divisional cadre post of Jammu and vice-versa and Sajad's promotion is "illegal". "Some vested interests are trying to claim arrears of having grade of Bill Computer (9300-34800+4280) from Stationery and Office Supplies department despite having only deputation order No 26-ARI of October 25 2013 to the post equivalent to machine man (9300-34800+4200)." This is not for the first time that such wrong doings have surfaced in the department. Earlier, in December 2013, 6.5 tonnes of metal went missing at Govt Printing Press Srinagar and the enquiry and audit report into the pilferage had indicted its officials for dereliction of duty and stealing of the metal. |
