Petition challenging Security cover to PRO of Ex-Dy CM; HC seeks records | | | Early Times Report
Jammu, Apr 9: The much publicized petition seeking withdrawal of security cover from Kewal Kumar Sharma then Additional PRO to then Deputy Chief Minister, today took a new turn when, Single Bench of the State High Court Comprising Justice Janak Raj Kotwal expressed his displeasure over the half hearted/ incomplete status report filed by Police Headquarter through Mukesh Singh Inspector General of Police (Personnel) wherein it was stated that the security was provided to Kewal Sharma in the backdrop of the fact that vide DDR NO: 24 dated July 26, 2013 of Police Post Poni Chak a verbal report was lodged by Raj Kumari Sharma wife of Kewal Sharma r/o Patta Bhori Tehsil Jammu stating therein that her husband (Kewal Sharma) who is working as PRO with Deputy Chief Minister J&K Tara Chand has telephonically informed that Deputy CM J&K is annoyed with him on some unknown reasons and there is every apprehension that Deputy CM may eliminate her husband through someone. It is further stated in the affidavit that keeping in view the threat perception then SSP Jammu provided the security persons with the Kewal Sharma then PRO Deputy CM for security on need basis as and when required from DPL Jammu from time to time. After hearing counsels, Justice Janak Raj Kotwal observed that this Court is informed that security personal (PSOs/ Guards) were provided to kewal Sharma by the then SSP Jammu because of the threat perception to the PRO. In view of this Sr. AAG Gagan Basotra shall keep available the entire record relating to the decision taken in this regard by then SSP Jammu on the next date. Justice Kotwal further issued directions the Director General of Police that he shall furnish the left over information as was directed by this Court on March 20, 2015. Justice Janak Raj Kotwal directed that information in regard to accumulation of disproportionate assets by Kewal Sharma as earlier directed be also furnished by the next date. Justice JR Kotwal further observed that this court has found this imperative to know from the DGP J&K, the names of police personal along with their ID numbers and wings to which they belong and the particulars of their controlling officer who relieved them for deployment with Kewal Sharma and also information with regard to the officers who issued telephonically instructions for their deployment. Justice Kotwal noted with concern that instead of the simple information that was sought by this Court, what, however, has been intimated by way of the affidavit filed by Mukesh Singh IGP (personnel) PHQ on behalf of DGP J&K is sensation indeed. Justice Kotwal while considering seriousness of the issue and half hearted/ incomplete status report filed by PHQ, directed Sr. AAG to produce the entire records relating to the decision taken by then SSP with regard to the providing security and threat perception to Kewal Sharma former PRO to Deputy CM. |
