Govt helpless as work on 850 MW Rattle project remains suspended | | | Asif Iqbal Naik ET Report JAMMU, Apr 9: Even though nine months has passed since the GVK Powers Limited as its sub contractor L&T suspended the work on state's prestigious 850 MW Rattle Hydro Electrical Power Project on river Chenab in Drabshala area of Kishtwar District, the state government failed to get the construction work restarted. The work was suspended in July last year following protests by local people after they were denied jobs by the management. Informed sources told Early Times that the financial crunch faced by the GVK Power Limited and their dispute with Sub Contractor was the main reason bhind the continued suspension of work. The project can accommodate more than 3000 skilled and unskilled labour if work starts. The project management while hardening its stand towards denial of jobs to local unemployed Engineers in 850 MW Rattle HEP during a meeting of Public Undertaking Committee meeting chaired by MLA Inderwal Ghulam Mohammad Saroori in July 2014 categorically informed the meeting that project management is not in a position to engage local unemployed youths citing inexperience of the local engineers as a reason. The project management also stated that goons under the garb of unions had let loose a reign of terror in the project area, adding an FIR against these goons will be a direct threat for the outsider employees of the company. The company informed the meeting jobs to land effected families had been provided and expressed willingness to accommodate locals in the project other than engineers. SP Kishtwar informed the said meeting that police on its own has provided sufficient security to the project management and laid stress on project management to arrange personal security. Meanwhile the government in reply to a question AQ. 773 of MLA Doda Shakti Raj Parihar said that the construction work on 850 MW Rattle Power Project awarded to a developer GVK on BOOT bases has not been abandoned. "Efforts are underway to get the work resumed by the contractors" said the government reply issued by Minister in charge Power through Under Secretary to Government Power Development Department, added that notice has also been issued to the developer for early resumption of the work, however the sources within the government informed the "Early Times" that GVK has demanded revision in rates approved by the government while sanctioning the project on BOOT bases. It is pertinent to mention that besides internal bickering within the power project management, the management was forced to stop its construction work at the project site after successive unregistered unions harassed the management. |
