Accused of grabbing state land, Dy SP gets FIR registered against Inquiry Officer | | | Asif Iqbal Naik Early Times Report JAMMU, Apr 9: In a bizarre incident, the Crime Branch instead of booking its own officer facing allegations of encroachment of the State Land, have registered FIR against Regional Director Survey & land Records, Jammu, who was inquiry Officer in an alleged land grabbing case involving the crime branch Dy. SP and had found him guilty of land grabbing in its Preliminary report. According to the complaint, some persons backed by police officer Ibrahim Chowdhary, and others on the pretext of some entries in State land of village Sunjwan had constructed their houses in Chhani Himat . The matter was accordingly referred to Regional director Survey & Land records, R.K. Shavan for inquiry by DC Jammu. The Regional director Survey & Land records, in the first instance issued status quo order, but Dy. SP Mohammad Ibrahim Chowdhary who wanted to make further constructions over the State land obtained stay from the Court of Commissioner Survey & Land Records J&K , Jammu and went ahead with the illegal construction. He never pursued the matter further and ultimately his case was dismissed from the Court of Commissioner Survey & Land Records J&K ,Jammu with a direction to the Court of Regional director Survey & Land records, to go ahead with the proceedings. The Inquiry Officer in his preliminary report has indicted DySP Ibrahim Chowdhary of Crime Branch for having encroached the State land and constructed a house over it. A report has been submitted to Deputy Commissioner seeking stringent action against the police Officer/ revenue officials who were hand in glove with land grabbers. As per the details available with "Early Times", Crime Branch Jammu registered an FIR No. 20/2015 U/S 420,467,468,471,120-B RPC read with section 5(2) of Prevention of Corruption Act 2006 against Director Land Records Jammu Rajesh Kumar Shavan, Patwari Taj Mohudin, Girdawar Fida Hussain, Naib Tehsildar Territorial Jammu and others designated as Land grabbers by the Crime Branch in its FIR includes Sultan Mohammad son of Mangi, Bagh Ali son of Ghulam Mohammad and Yaqoob Mohammad son of Noor. In its FIR registered by the Crime Branch Jammu against Director Land Records and Survey (DLRS) Jammu and others, the Crime Branch did not mention the name of the complaint and instead attributed it to "An information through reliable sources", despite the fact that DLRS had already submitted its report to Deputy Commissioner Jammu vide No. RDS&KR/J/R/14/295-301 dated 13-11-2014 in which Director Land Records and Survey found Dy. SP Crime Chowdhary Ibrahim guilty of land grabbing. As per the DLRS Jammu report, during the course of the inquiry, it was found that after the demarcation that Khasra No. 372 of Sunjwan of which the occupants namely Abdul Gafoor Ahmed and other have papers that do not match with the ground position. They (Gafoor and others) have in fact occupied Khasra No. 556 of village Channi Himmat. The inquiry report submitted by DLRS Jammu to DC Jammu further added that during demarcation, it was found that one Mohammad Ibrahim son of Ali Mohammad reportedly a Dy. SP in Crime Branch Jammu has also possession over the state land which he (Ibrahim) claims to have got regularized from the government. "On the basis of his claims the demarcation team was directed to ask for the revenue papers pertaining to the title from all adjacent land holders/occupants--- however there had been very poor response signifying that the occupants are either illegal or the possession is Benami in nature and the illegal occupants have no revenue papers with them." Read the report. The report further stated that Dy.SP had encroached the state land, and also emphasized the need to probe the involvement of revenue officials who were involved in issuing illegal Farad. When contacted DLRS Jammu R.K. Shavan said that the final report in this case is still to be furnished and said that he is fighting against the land Mafia who grabbed the state land. He said that registration of an FIR against duty Magistrate is a deliberate attempt on part of the land grabbers to tarnish his image. When contacted, Revenue Minister said that he will look into the matter and will only decide to take the stand after verifying the facts. |
