Examine factors that led to failure of employment schemes | | | During six years of National Conference-Congress coalition rule number of initiatives were framed for resolving the problem of unemploy-ment.But all these initiatives failed to achieve the desired results.The main reason being Government apathy and disinterest in tackling the menace of unemployment.In fact the previous state Government did not realize the importance of resolving the problem of unemployment and that too in a sensitive state like Jammu and Kashmir.It is an old adage that hunger is the source of anarchy but in case of Jammu and Kashmir hunger can be the root of militancy related activities and violence.Once the problem of unemployment was allowed to assume bigger dimensions it is bound to lay a fertile ground for militant outfits to enlarge their manpower by recruiting unemployed youth in theirorganizations.This is what has been witnessed during the last over t wo decades.Yes,indoctrination is one of the factors that led to the growth of anti-India insurgency in Jammu and Kashmir. However, one cannot ignore the impact of unemployment on the level of militancy related activities. And this very negative impact was not discerned by the previous Omar Abdullah led Government.During his rule the Government had framed Jammu and Kashmir Overseas Employment Corporation Limited (OECL), This corporation was set up to facilitate unemployed but educated youth to find jobs in various foreign countries. But the scheme had turned out to be a 'white elephant' as it failed to recruit even a single youth from Jammu and Kashmir since its inception in 2010..As per the recent report of Comptroller and Auditor General (CAG) of India, the corporation was established by then Omar Abdullah led government, with a target to make 7000 placements within and outside the country in next five years. The CAG audit revealed that Corporation was expected to keep liaison with placement agencies, foreign embassies, Ministry of Labour and Employment of Overseas Employment etc but it failed to utilize Rs 5.85 core allotted for the purpose.Grilling the Corporation, the auditor said that the government had provided Rs 5.85 crore to the OECL against which an expenditure of Rs 64.57 lakh was incurred on salary and administrative expenses by November 2013 and balance of Rs 5.20 crore was lying unspent for last three years.. Along with this scheme the previous Government had launched Sheri Kashmir Eemployment and Welfare Programme for youth with a fanfare but this scheme too failed to resolve the problem of unemployment despite the fact that former Chief Minister,Omar Abdullah,had claimed that under this programme two lakh jobs were created under various initiatives.If it was so where are the two lakh people who have been able to get jobs du ring the previous Government ?Whatever may be the validity of Omar Abdullah's claim the new Government headed by Mufti Mohd.Sayeed is supposed to review the entire twin schemes launched by the previous Government for resolving the problem of unemployment.The new Government's task is to determine whether the two schemes, SKEWPY and OECL are feasible for resolving the unemployment problem.If the two ar e genuine plans what went wrong in implementing the schemes ?This is to be identified.In case the new Government finds the two schemes lacking vision and purpose the two initiatives need to be dropped and new plan be framed so that a new thrust was given to the programme for tackling the problem of unemployment.If the Mufti led Government wants peace in the state it has to focus its attention on tackling the menace of unemployment. |
