Jammu, Apr 9: The construction of four rooms at government higher secondary school, Topneel, in Doda district was taken up by the government about nine years back but it is yet to be completed. Sources informed Early Times that in the year 2004-05, the government sanctioned a four-room building for GHSS Topneel at an estimated cost of Rs 43.60 lakh but even after the lapse of nine years, the building is still incomplete. Pleading anonymity a resident of Topneel said that at present the school has one building having total five rooms including two classrooms, one store, one laboratory and one room for staff. It is very surprising that in each year more than 600 students enrolled from 6th to 12th class in GHSS Topneel but astoundingly they are found packed in three rooms' accommodation. They said that Topneel Higher Secondary School also violates the norms of State Board of School Education. As per board norms the accommodation for each student in classroom from Class I- 12 shall have 9 square feet of floor space and the limit of admission of the students to class or section of a class to maximum of 45 students in each class or section of a class where as class comprises more than one section but at GHSS Topneel only two classrooms having space10x10. "In addition one science laboratory for each science subject for practical work, library cum reading room to accommodate a maximum of 50 students at one time, staff room, principal room and office room but surprising HSS Topneel has one room for laboratory of all science subjects and Library", the said. When contacted XEN PWD(R&B) Ramban, Amar Singh said that the work of four room building of GHSS Topneel falls in district plan and due to non- availability of funds the work was stopped. "Till date state government only released 26 Lakhs in which the department has created two rooms structure and their furnishing work is in progress", he said, adding that whenever, state government released funds rest of two rooms construction would be started.
