Phutkal burst exposes Govt yet again | Disaster preparedness | | Early Times Report Jammu, May 8: The destruction of important infrastructure in remote Zanskar and some areas of the Leh district by the bursting of Phutkal has exposed the response and preparedness of the state and central government in dealing with the crisis. The state government which is trying to come out of 2014 floods, and is still to provide relief to the affected families, didn't take adequate measures to prevent this disaster which fortunately did not cause any death but resulted in the damages to the bridges which are crucial for linking far off places in this Ladakh region, which itself remains cut-off throughout the winter. The worst damage has been suffered by Chilling- Kaya bridge in the Leh distict which is considered the lifeline for the entire Skyu-Markha valley. The important fact is that bridge itself was constructed after 20-years of constant petitions and hard work. Zanskar is the only Buddhist dominated tehsil in the Kargil district and the road to it is also not much motroable. The road connecting it to the Leh has not been constructed in the last 60-year. It's important because Zanskar remains cut off during the winters and people have to trek through Chadder road, which is a treacherous job. The former Governor had approached the National Disaster Management Authority to take measure for the bursting of 15-km long lake, which was formed because of the blockage by the landslides. The fact is that after two-months, the team was able to form a channel of just two-meter wide, has exposed how much 'serious' work was done. The reservoir so formed could have washed off the entire local population, but for the efforts of the locals, this danger was averted, who using their local knowledge did take some precautionary measures. "The locals were saying it consistently that NDMA has not done the proper job. The local councillors were also saying the same, but sadly even the State government didn't take it seriously. Had there been some human loss then the entire blame would have been on the Mufti Sayeed led government. The government showed a callous approach but it was saved this time, but if this continues like this it could cost the government severely," said Tundup Tsering, a resident of Zanskar. |
