Govt bids to check nepotism in development works

JAMMU, May 8: The grip of executive pillar of democracy has been increasing on the legislature, as in a recent decision, it has been maintained that the works recommended by the legislature would only be executed if department authorized the same.
Sources informed Early Times that in a recent decision the Housing and Urban development Department has explicitly made it clear that the works recommended by Member of Legislative Assembly (MLA)/Member of Legislative Council (MLC) would be executed subject to authorization by the department.
The HUDD has sent a communiqué to the heads of Municipal Corporations, Director Urban Local Bodies and other executive organizations under it, making it amply clear.
"The works recommended by MLAs/MLCs should be properly estimated, need and genuineness ascertained and then projected to the department for authorization. Only after authorization, these works be taken for execution", the communiqué reads.
"This decision can be seen through the prism of decreasing power of legislature over executive and now it depends on bureaucracy to decide which work will be taken or not", a political said, adding that from another perspective, the decision could be a good one as the executive would have a check on the legislature.
"Legislators are often criticized for favouratism of some areas and neglecting others, and if executive would have a check, the favouratism will come to an end to some extent", a politician said.
It has been further mentioned in the communiqué, that any work/scheme executed beyond scope of approved works shall not be entertained by the department and stern action would be taken against the concerned officer for creating any liability on account of unauthorized work.
Sources informed that the decision has been taken by HUDD, due to the liabilities created on various departments, on account of works not authorized by the department, were projected. The department has also made it clear to the officers, sources said, that the authorization for the execution of works can be given only where the expenditure to be incurred for such nature of works is budgeted under Annual Plan allocation of department and any authorization conveyed beyond the budget provisions creates unwarranted liability which becomes difficult for the department to square off.
Sources further said that in view of abovesaid facts, all the executing agencies were directed to adhere to the approved works programme and not to take up any work beyond the scope of approved action plan/works programme unless specially authorized by the administrative department.
