Avoid linking Pandit rehabilitation with Kashmir issue settlement | | |
The hardliners among the separatists feel elated over the new plan on rehabilitation of displaced people in Kashmir under which no separate township was being built it is upto Kashmiri Pandits to accept an assurance dished out by none other than the Hurriyat(G) chief,Syed Ali Shah Geelani telling migrants that their security dignity would be maintained once they start living in the neighbourhood of muslims as they used to do prior to their migration in 1990.Hitherto no such assurance on security and dignity has been given by any Government agency.Even the PDP Chief,Mehbooba Mufti,has stated that when the ruling political leaders cannot ensure safety and dignity how could they guarantee security and safety to the displaced people once they return to the valley.She is right because even the ministers,legislators and senior bureaucrats are not safe.The excitement of the separatists over the change in the plan on rehabilitation of displaced people indicates that these separatists were not in favour of setting up separate clusters or a composite township for Pandits who were willing to return to Kashmir.These separatists seem to have nursed fears that separate township could assume,later,the shape of a separate state.Yes,such fears seem to have no basis because both the central and the state Government wanted to set up transit camps where displaced people could live for some time so that they could regain confidence and later could be shifted to tenements built within the villages and towns inhabited by muslims. The Hurriyat (G)believes that cancellation of separate township for rehabilitating displaced people was a victory for the endeavour,unity and brotherhood" of the Kashmiri nation and "defeat for the communal mindset"."So far so good is the stand taken by the Hurriyat(G) but linking the rehabilitation of Pandits in the valley with the final settlement of the Kashmir issue has amazed political observers who opine that such a link could discourage those members of the minority community who were willing to return to Kashmir.The Hurriyat(G) leadership has stated that one day the government of India will similarly shun its rigid and stubborn stand" with regard to the Kashmir issue and "will accept the reality" and "on that day they would be left with no other option but to grant the right of self determination for the people of Jammu & Kashmir. What should sound music to the ears of the displaced people is the reiteration of the separatists about their support to the rehabilitation plan.The separatists have once again welcomed the return of the Kashmiri Pandits, Hurriyat Conference said that Pandits are integral part of "our" society and we assure them that they are very safe among their Muslim brothers and they will live with dignity in their homeland. adding, that the cancellation of the separate townships is not the victory or defeat of any particular section of the society but it is the victory of the centuries old brotherhood of the entire valley. For separatists Kashmir is not any Hindu-Muslim dispute but it is the issue of the right to self determination for Hindus, Muslim, Sikhs, Buddhists and Christians who have been living like brothers Voicing support to rehabilitation of displaced people in Kashmir,who were hounded out in 1990 with the rise of Pakistan supported proxy war against India in Jammu and Kashmir,is a welcome step from those sitting on the other side of the fence who once had wanted displaced people to join the Jihad once they returned to the valley.But believing that change in the rehabilitation plan was indicative of India's willingness to grant the right of self-determination to people of Jammu and Kashmir seems to be a purely wishful thinking.One cannot find any link between the settlement of the so called Kashmir issue and rehabilitation of displaced people within their native villages and towns.Assuming that the separatists' belief was not the result of their wishful thinking and India may change its stand and allow people of Jammu and Kashmir to exercise their right of self-determination,though possibilities for such a course was quite bleak, will it not force Pandits to have second thoughts about returning to Kashmir.Such a categorical assertion or announcement from separatists could force Pandits to abandon their plan to return to Kashmir because if India started thinking of granting to people of the state their right of self-determination it may result in another exodus of the minority community.Let the separatists organize a debate with prominent Pandit leaders and convince them that the displaced people would be taken care of and provided with all possible help for rehabilitation and resettlement.If the separatists want Pandits to be back it is their duty to build confidence among the Pandits and not cause scare among them by linking change of the rehabilitation plan with the settlement of the Kashmir issue. |
