17 CRF projects sanctioned by GoI fail to take off in JK

Jammu, May 17: Despite central government sanctioning crores of rupees for various schemes the State government has failed to take prompt steps to utilize these funds and set these schemes rolling. Central government had sanctioned 17 projects worth over Rs 400 crore under Central Road Funds (CRF), but State government failed to utilize these funds. "These 17 projects had been approved by the Central Government and accordingly the funds had been allocated to the State but till date State government has not taken any steps to start these projects. Due to lackadaisical attitude of the state government districts including Doda, Kishtwar, Bhaderwah etc for which the projects had been sanctioned have been deprived of the proper road connectivity," credible sources in the department informed the Early Times. "Each project is nearly worth Rs 15 crores. Not only these 17 projects which had been sanctioned in current financial years but also the projects which were sanctioned two years ago under CRF couldn't take off. These projects including previous ones are still stuck in initial stage as the tendering process is yet to begin. The laidback approach of the authorities in the past years has led to funds getting lapsed," they added. "Central government pulled the state government on many occasions for its poor performance and its failure to execute various centrally sponsored schemes worth crores of rupees," sources said, adding, "Despite funds getting lapsed and these projects not taking off the state government has never tried to fix the responsibility and take officials to the task who have failed to implement this scheme," they said. ertinently, Central Road Fund is collected from the collection of cess from petrol and diesel. Presently, Rs.2/- per litre is collected extra on petrol and High Speed Diesel (HSD) Oil. The fund is distributed for development and maintenance of National Highways, State Roads, Rural Roads.
