SRINAGAR, May 17: Believe it or not, but it is true; an employee of Housing and Urban Development department is working on the virtue of a fake certificate wherein he has claimed that he has passed a diploma course which he never has.
Shakeel Ahmad Shah, Executive Officer, Municipal Committee, Bandipora holding additional charge of Municipal Committee, Hajin has claimed that he has passed one year diploma in the course of Sanitary Inspector in August 1988. Shakeel has claimed promotion on the basis of fake certificate with action being awaited up to this time.
The fraud has been established by State Medical Faculty and it has been recommended that action under rules should be taken against the Executive Officer. However, the previous state government led by Omar Abdullah did nothing in this regard and the present dispensation too seems to be least interested in taking stern action against the said official.
Acting on a complaint, Deputy Secretary, Health and Medical Education department asked the Registrar, State Medical Faculty to check the antecedents of diploma certificate produced by Shakeel. Replying to this communication, Deputy Director Health Services (Headquarters) Kashmir who also happens to be Registrar State Medical Faculty wrote that the diploma certificate is fake one.
"This refers to your office communication number HME/HRM/56/2012 dated 24-08-2012 regarding verification of diploma certificate in respect of Shakeel Ahmad Shah S/o. Ghulam Hassan Shah R/o. Gundpora, Bandipora. In this connection this is to inform that the particulars of the certificate have been verified with available records of State Medical Faculty," wrote the Registrar State Medical Faculty.
The Registrar State Medical Faculty in the communication said that the certificate issued under serial number 256 seems to be fake one and further investigations may be initiated. The communication was issued on 26-9-2012 under communication number SMF/SGR/Verf/2012/277-78. This communication was followed by a letter written by Deputy Director, Urban Local Bodies Kashmir to Shakeel asking him to submit his certificates.
"A complaint has been received by this office against you regarding fake diploma certificate. You are advised to submit your certificate along with connected documents to this Directorate. Furthermore, a copy of service book can also be furnished to this within a day positively," wrote Deputy Director, Urban Local Bodies Kashmir under communication DULB/Estt/1975/4172 dated 03-07-2014.
In the diploma certificate submitted by Shakeel it has been written that he passed the one year diploma course in Sanitary Inspector with the examination held by Jammu & Kashmir State Medical Faculty in the month of August 1988. The certificate issued under serial number 256 has the signatures of Secretary, J&K State Medical Faculty and President, J&K State Medical Faculty.
Interestingly, the date column in the certificate has been struck off thereby giving an impression that something is fishy about the whole matter. Going by the report submitted by Registrar, State Medical Faculty it is clear that Shakeel has managed his job on a fake certificate. It remains to be whether he would be booked under relevant provisions for cheating under the law. |
