Jammu, May 17: Is the decision to shelve much ambitious artificial lake project on famous River Tawi here a well knit political move by PDP-BJP coalition government to divert the attention of Jammu people from AIIMS issue...?
Though an exact answer is within the think tanks of both the political outfits but insiders in the said political parties privately throw enormous hints that the move is a planned one.
"Sheer resentment is brewing among the people of Jammu region cutting across the party lines against the decision of PDP-BJP coalition of setting up AIIMS in Kashmir valley and the coalition government especially the BJP leadership that swept all its Assembly seats from Jammu Province, which has miserably failed to present justification of coalition government's decision before Jammuites. Even in power, BJP workers are opting to stay back home avoiding direct confrontation with public which is openly criticizing the anti-Jammu people move, in which BJP is a party. People are giving taunting remarks like Acche Din to BJP Ke Mantrion Ke Aaa Gaye, Jammu Ke Logon Ke Saath To Dokha Huya Hai, at every nook and corner of city and rural belts," shared a BJP leader on the condition of anonymity while talking with Early Times.
"When state BJP leadership failed to give a convincing reply to the public that why it support PDP in setting up AIIMS in Kashmir valley despite the fact that its requirement was very much for Jammu Province, it reached to party high command at New Delhi to tackle the issue which has now snowballed into a big political issue," revealed another insider in BJP further adding that "some PDP leaders believed to be close aide of chief minister Mufti Mohammad Sayeed were also called at New Delhi to come out with a solution. During that close door meeting a strategy was devised to divert the attention of people from AIIMS to some another issue.
During hours long deliberation, a proposal was mooted to take up the issue of shelving much ambitious project of Artificial Lake on River Tawi."
"It was a well planned political strategy to first make an announcement for closure of the said project and later check the mind and nerves of Jammu people. Once they are on roads, on an appropriate time, BJP leadership at centre will intervene and through the completion of Artificial Lake project," sources in BJP further revealed.
"When most of the construction work, on Artificial Lake project has already been done then how could any government decide to shelve the project. Moreover, it is not just the state government which is funding the project. The budget has been raised by three different departments and state government has just 20 per cent of its share in the said budget. Furthermore, when the said proposal came up in 2010, objections were raised by neighbouring Pakistan under Indus Water Treaty pact following which a Team had visited the project site and gave its NoC clearing that there is no violation of the Treaty if Artificial lake is raised on River Tawi. The project was approved after seeking technical Detailed Project Report (DPR) from the highly specialized Technocrats," expressed a political observer further adding that "It is a veiled political move, which will get unveiled in days to come.
"Another pointer to the fact that supports the question if it is indeed a well planned political strategy of PDP and BJP is that "the day Chief Minister Mufti Mohammad Sayeed announced to shelve the Artificial Lake project, senior BJP leader and deputy chief minister Dr Nirmal Singh flied to New Delhi and managed on the spot appointment with Union Minister for Water Resources the same day. And within minutes he convinced the Union Minister to ensure that the Lake project is not stopped and instead it should be completed," briefed another political observer.
There is set procedure where appointments have to be sought months before any state minister has to meet any Union Minister. It is only during disaster or crisis or law and order like emergency situations, when the other routine appointments are cancelled. These un-explained queries are again putting the approach of BJP towards Jammu belt under cloud.
