Is Mufti or separatists correct on flood relief? | | | As head of the Government Mufti Mohd.Sayeed has reiterated his commit ment on proper rehabilitation of victims of September last floods. He has also announced to reconstruct the flood-ravaged infrastructure, adding that efforts would be also intensified to ensure that such catastrophes don't recur in future. This is what people have been expecting from the Government for the last about one year notwithstanding the fact that the Mufti led Government is only over seven months old. He has made it clear that rehabilitation of flood affected people and the reconstruction of the infrastructure damaged by the deluge may be an ongoing process because whatever damage has taken place cannot be rebuilt within a day or a week. He has informed the cabinet, at its last meeting in Srinagar, that rehabilitation of flood-affected people continues to be a work in progress, but there are still gaps in entire rehabilitation and reconstruction process which need to be filled at the earliest . One thing is intriguing. While people observed shutdown in Kashmir against delay in carrying out relief and rehabilitation work, the Chief Minister has claimed that reconstruction of the flood-ravaged infrastructure has already been taken up and visible progress made in restoring road communication network, bridges, healthcare and educational facilities. Work is in progress in other sectors as well and the rehabilitation and reconstruction process is going on. If the work on reconstruction of damaged infrastructure and rehabilitation has been going on what was then the provocation for the people of Kashmir to observe the shutdown in protest against lazy progress in rehabilitation of flood affected people ?This question needs to be answered by the Government. In case the Government's claim on progress in reconstruction and rehabilitation of flood hit people is true and tenable, it may convince people that whatever campaign has been going on in Kashmir over the inordinate delay in providing funds for relief and rehabilitation is part of the machinations of the separatists and those mainstream political parties that have lost power. It seems that the Mufti is not happy with the campaign launched by the National Conference leadership. And he has voiced his concern over it when he told his cabinet colleagues that he was "deeply saddened by the puerile comments of those who procrastinated when in power and were primarily responsible for the colossal damage to the life and property. The same people who were responsible for compounding the miseries of the people during the deluge because of their inaction are now trying to score brownie points over the people's tragedies. Well Mufti Sayeed has inherent limitations for carrying out relief and rehabilitation of flood hit people and for reconstruction of the infrastructure damaged by floods. These inherent limitations have been imposed on him because of the continued financial stringency facing the State Government. No doubt Mufti Sayeed has forged an alliance with the BJP for forming a coalition Government in Jammu and Kashmir he is in no position to dictate terms to the Central Government. This task should have been entrusted to the State unit of the BJP, which shares power with the PDP. Yes, senior BJP leaders from Jammu had visited New Delhi on a number of occasions and had interacted with Prime Minister, Narendra Modi, too but till date there was no announcement on a comprehensive financial package which could help the State Government, its agencies and the Central Government to implement various schemes aimed at providing relief to flood hit people and work out a policy on their rehabilitation. The financial package from the Centre alone can help the state to undertake measures for rebuilding the infrastructure damaged by the floods. Possibly the BJP led NDA Government is oblivious of the fact that delay in reconstruction of the flood damaged infrastructure and equal delay in providing rtelief to the flood hit people nd ensure their suitable rehabilitation was going to hit hard the BJP which has suffered severe erosion in its vote bank. Yes ,the PDP too cannot escape the anger of people but bigger political damage can be caused to the BJP. Hence it is ripe time for the BJP led NDA Government to sanction adequate financial package.
