When road projects worth Rs 578 cr were allotted to ineligible persons | PMGSY: Case remains shelved | | Peerzada Ummer Early Times Report Srinagar, Sept 9: The case of allotment of more than 140 road projects under the PMGSY worth Rs 578.22 crore to 'ineligible' contractors continues to remain under the carpet even after the change of guard in the state. Documents in possession of Early Times reveal that the necessary qualification for a contractor had not been followed by the department while awarding contracts of road projects with sanctioned cost of Rs 380 crore to 26 contractors during 2007-08 and 2011-12. The works were allotted by the Chief Engineer PMGSY Kashmir as well as Jammu. The contracts of the road projects had been allotted to hot mix plant holders, traders and others who had no experience in construction of roads. Furthermore, the work for the construction of 47 road projects had been awarded to seven contractors at a cost of Rs 230.55 crore from 2009-10 and 2011-2012 after accepting the documents from the bidders not of their own but of other entities which had nomenclature similar to the contractor bidding for the contracts and which included the certificates of turnover and experience of other existing entities. Though the Commissioner Secretary R&B had initiated an enquiry into the issue, the status has not been made public. There are reports that within the PMGSY, 42 road projects were awarded to three contractors at a cost of Rs 249.93 crore during 2007 to 2008 and 2011 to 2012. The work had to be completed within 12 months from the date of allotment. But the work was not completed within the stipulated time frame due to inadequate machinery and engineering staff at the site of the work. Also during 2008-09 and 2011 to 2012, 24 road projects were allotted to the contractors but later aborted due to a dispute. Surprisingly, a whopping cost of Rs 44.78 crore was incurred till the contract was aborted by the PMGSY. There were also reports that Rs 30 crore had been made to the contractor despite direction from the Chief Engineer to stop the payments. The action not only resulted in irregular payment of Rs 30.28 crore from the exchequer but also vindicated how the standing directions of the Chief Engineer were out rightly ignored. Though the audit conducted in 2013 termed the actions in no way justifiable, the issue has so far remained unattended and shelved. |
